Study On The Influence Of Calling On Voice Behavior Of Street-level Police

Under the background of the new era,street-level police voice is a key measure to promote the subsidence of police force and stimulate the vitality of street-level police,which is of great significance to the guidance of public security work and is related to the level of national governance.As a new research topic in domestic and foreign academia,calling has important application value in the field of public security.It is an important practice path for the sound development of public security organs to fully mobilize calling and promote street-level police voice behavior in the process of self-value realization.However,few existing studies have systematically analyzed the relationship between the two.Therefore,this study focuses on exploring the mechanism of calling’s influence on street-level police voice behavior.This study starts from the perspective of street-level police’s inner belief.On the one hand,based on the theoretical perspective,it systematically combs the existing research results on calling,voice behavior,felt obligation for constructive change,leader-member exchange and organizational climate.Based on the review of self-determination theory,social exchange theory and social cognition theory,hypothesis deduction is made to construct the research model of the influence of calling on street-level police voice behavior.On the other hand,in terms of research methods,this study combines quantitative research with qualitative research,collects sample data through questionnaire survey,uses software such as SPSS26.0 and AMOS26.0 to test hypotheses,and thoroughly analyzes the mechanism of calling’s influence on street-level police voice behavior by semi-structured interview.Through empirical research,it is found that calling positively affects street-level police voice behavior,felt obligation for constructive change plays a mediating role in the impact of calling on street-level police voice behavior,and leader-member exchange plays a positive moderating role between calling and felt obligation for constructive change.The friendly relationship climate contained in the organizational climate has a positive moderating effect on the relationship between calling and street-level police voice behavior,while the innovation climate and fair climate have no moderating effect.Based on the research conclusions,this study puts forward suggestions to promote the active voice behavior of street-level police.First,pay attention to the calling of street-level police,optimize the talent selection mechanism,strengthen education and training,track ideological dynamics,and carry out personalized counseling.Secondly,cultivate the responsibility consciousness of street-level police,clarify the scope of power and responsibilities,flexibly match positions,explore personal value,and encourage them to give advice.Third,enhance the high-quality leader-member exchange relationship,establish a phased work assessment system,provide humanistic care,maintain the mental health of streetlevel police,and improve the participation in decision-making.Fourth,create a friendly working climate,establish a police cooperation mechanism,improve the strategy of giving advice and commendation,make comprehensive use of informal communication and other ways to broaden the channels and space for street-level police voice.
