Research On The Policy Of "Internet Plus Government Services" In Chongqing Based On Content Analysis Method

With the advent of the Internet age,information technology is rapidly changing the need for social housing and governments have an urgent need to digitize.Although the traditional off-line government service supply mode has solved the service demand of part of the public,the service level and efficiency of government affairs have failed to reach the goal of efficient and convenient service.In the 2016 government Work report,China for the first time put forward the unique concept of "Internet Plus Government Services",which provides a good opportunity to speed up the simplification and efficiency of government services,and Vigorously promote the modernization of China’s governance system and capabilities.In recent years,Chongqing has issued a series of policy documents,vigorously promoted the work of "Internet Plus Government Services",established an integrated platform of government services,realized the information sharing among departments,and realized the "offline one-station acceptance and online one-network handling" of government services,greatly improving the ability of online government services.According to the 2020 China e-Government Survey Report,the overall index of government services in Chongqing is "high",ranking 13 th among provincial governments.But between the provinces with a "very high" overall index there are still large disparities.To go further,I analyzed Internet literature and Chongqing ministries and found that there is currently no systematic research on the city’s policies in this area.Therefore,this paper takes 61 "Internet Plus Government Services" policy documents released by Chongqing from 2015 to 2022 as research samples,and carries out gradual quantitative analysis according to the idea of "three theories and one analysis framework".First,the documentary archives on the "Internet Plus Government Services" in Chongqing were compiled,and then the concepts of e-governance,"Internet Plus Government Services" and "Internet Plus Government Services" policy were identified.Carrying out the applicability analysis of service-oriented government theory,holistic governance theory and policy tool theory.From the three aspects of policy subject,policy content and policy tools,the X-Y-Z three-dimensional policy analysis framework is constructed to provide support for subsequent research.Secondly,descriptive statistics method is used to analyze the policy measurement characteristics of Chongqing’s "Internet Plus Government Services" policy,such as the number,text type and effectiveness level.Policy quantification studies will then be carried out successively according to the three levels of the analytical framework.Analysis of policies and cooperation networks between political actors,including network social analysis,composition and partnership between political actors.The data analysis software was used to collect the keywords of policy themes,and the semantic analysis network was formed.According to the "Guidance on Accelerating the Work of Internet Plus Government Services" issued by the State Council in 2016,the four major requirements of the policy content were coded and analyzed,and the direction and focus of the relevant policies of Chongqing Municipality at the present stage were identified.This article examines in depth the use of Internet policy tools in Chongqing through the method of content analysis to identify problem areas.The research finds that the current policy system of "Internet Plus Government Services" in Chongqing has basically taken shape,with various policy types,diversified policy subjects and covering all aspects of social life.The policy content and direction are in line with the construction goal of service-oriented government,and the coverage is relatively wide,and the policy tools are fully applied.However,there are still some shortcomings: the cooperative relationship network of policy subjects presents the type of center-edge,the connection between policy subjects is not close,and the cooperation efficiency is not high;The content of policies varies and unmatched,with obvious emphasis;The combination and application of the policy instruments has not been balanced and,as a result,the power of the policy instruments has not been exploited.Based on this,some policy suggestions are put forward.First,improve the cooperation mechanism of policy subjects and improve the efficiency of coordination between policy bodies;Second,expand the coverage of policy content and promote the construction of supporting policy content;Third,comprehensively optimize the allocation of policy tools and balance the internal combination and application of tools.In order to provide optimization ideas for the formulation and improvement of Chongqing’s "Internet Plus Government Services" policy in the future,give full play to the policy support and guidance,and promote the effective improvement of Chongqing’s government service ability.
