Research On The Optimization Of China’s Digital Government Construction Policies ——Content Analysis Based On 27 Provincial Government Policies

In recent years,the Party Central Committee and the State Council have attached great importance to the construction of digital government,and the Party’s plenary sessions and the 14 th Five-Year Plan have pointed out that the construction of digital government should be promoted more vigorously.This paper combs through the existing studies on digital government and finds that there is an obvious imbalance in the construction of digital government in various regions of China,and some regional governments have not yet made systematic plans for digital government construction and lack research on digital government policy documents.Policy analysis is an effective measure to optimize policies,promote policy implementation,and improve decision-making efficiency.Based on this background,this paper analyzes a total of27 policies at the provincial level that can be collected from the policy texts,and adopts the content analysis method to construct a three-dimensional analysis framework of "tools-elements-evaluation".The results of the study found that: 1)the local governments’ digital government planning policies were promulgated in a relatively short period of time,and the policies were formulated with a lag,so the effectiveness and operability of the policies still need to be improved;2)the structure of the use of policy tools in the digital government planning documents at the provincial level was uneven,and each Local governments are more inclined to adopt "supply-oriented" and "environment-oriented" policy tools,and demand-oriented policy tools account for a very low proportion,and some secondary policy tools are not sufficiently used;3,from the perspective of the overall development of digital government,the elements of digital government construction indicators are unevenly distributed in the policies.In terms of the overall development of digital government,the indicators of digital government construction are unevenly distributed in the policy,with insufficient coverage of security,technical support,application support,etc.;4.Based on the above findings,this paper makes suggestions for the optimization of China’s digital government construction policies in four aspects: 1)improve the top-level design and the legal system of digital government;2)adjust the use of tools and promote a reasonable structure of policy tools;3)balance the ratio of elements and improve the operational capacity of digital government;4)narrow the two-tier division and promote the overall digital government development.
