Research On The Dilemma And Countermeasures Of "The Internet Plus Government Service"

With the development of information technology,the advantage of convenience,efficient and decentralization of internet reveals increasingly;Government information becomes a technological way to self-renewal.By the background of implementing network power and on the way to fulfill the great renewal of the Chinese nation,impelling “the Internet plus Government Services” is the key part of streamlining administration and delegating power,combination of release and controlling and optimizing service reformation by the Central Party and State Council,a important measure of boosting government information,government intelligence and service normalization,a crucial tool for deepening reform of release,controlling and service,a new way to transform government function,innovate government service mode and lift government service capability.For the past two years,the Central Party and State Council have paid high attention on the strategy of “the Internet Plus Government Services”;after two years’ practice,every province has made decision and measures about advancing the action of that.However,there are still some problems unsolved,such as information sharing failing,information leakage and fraud and unscientific process and so on,which impede the way.This paper is about the study on the boosting plight and measures of “the Internet Plus Government Services”,analyzes the causes and offers four pieces of suggestion to progress the staff of the Internet government.Firstly,by training the Internet thinking and deepening “the Internet plus Government Services” thought of administrative subject and object,we will strengthen the government and citizen’s Internet thought.Secondly,by strengthening the standards for government service websites,which is convenient for all levels of administrative system docking,We will improve the construction of laws and regulations of “the Internet plus Government Services”;by strengthening government information sharing legislation,which standardizes the information of government affairs,we will realize the sharing of government information resources conveniently and safely.By reforming management system of “the Internet plus Government Services”,we will promote the establishment of government’s chief technical officer and information officer system,restructure “the Internet plus Government Services” institutions,improve supervision mechanism and lift institutionalization of “the Internet plus Government Services”strategic propulsion system.Finally,by strengthening the construction of information infrastructure and deepening the strategy of “broadband China”,we will increase the proportion of Internet users and utilization rate of government;by boosting the development and application of government affairs and big data,we will lift the intelligence and prepositioning of government service.
