Abstract/Summary:
Since the early 1990 s,new changes have taken place in the population structure of rural migrant workers,from single migrant workers to husband and wife working together,and then to take their children to work in cities.The children of migrant workers have a demand for urban educational resources,but the lack of extra degrees in urban schools has created a contradiction between supply and demand for degrees.In order to solve the problem of compulsory education for children of migrant workers in cities,the State Council issued the Decision on the Reform and Development of Basic Education in 2001,which clearly put forward the policy of "giving priority to government administration in the inflow area,giving priority to full-time public primary and secondary schools,and guaranteeing the rights of migrant children to receive compulsory education according to law"(referred to as the "two-oriented" policy).This is also the first time that the "two-oriented" policy of compulsory education for the children of urban migrant workers was put forward,and the subsequent documents issued by the state have extended and strengthened this policy requirement.The "two-oriented" policy is a powerful measure taken by the government to solve this problem.It provides a policy guarantee for the fair enjoyment of compulsory education by children of migrant workers.However,the introduction of the policy does not mean the solution of the problem.Since the introduction of the "two-oriented" policy,about 20 years ago,the current situation of compulsory education for migrant workers’ children is still not optimistic.The vast majority of urban migrant workers’ children are still in private schools.Through in-depth interviews with 23 relevant personnel from three groups of government departments,schools and parents in Y District of Guangzhou City,it is found that in order to implement the "two-oriented" policy,Y District has issued a local policy of integral admission,and in recent years,the degree supply and education funding of public schools are also increasing.However,the performance of the implementation of the "two-oriented" policyis not high,either the enrollment rate of migrant workers’ children in public schools or the degree supply rate in public schools are very low.In addition to the restrictions of the household registration system and the current educational management mechanism encountered by the Y District government,the difficulty of accurately grasping the number of children of migrant workers has affected the implementation performance of the "two-oriented" policy.Consideration of the interests of policy implementers,policy barriers to local policies,and inadequate publicity of the integral admission policy also have an important impact on the local performance of the "two-oriented" policy.Therefore,this paper tries to clarify the responsibilities and obligations of the main body of the implementation of the "two-oriented" policy,change the concept of policy implementation,optimize the integral items,eliminate unreasonable rules,strengthen the promotion of the integral admission policy and optimize the allocation of teachers’ resources,so that the "two-oriented" policy can be effectively implemented locally,and the children of migrant workers can enjoy the same benefits as urban household registration students as soon as possible.Opportunities for compulsory education.
