| In the context of increasingly obvious social stratification and increasingly complex social and economic environment,social structure is also undergoing constant changes,and public emergencies occur frequently.In 2021,compared with ten years ago,the number of public emergencies increased by nearly 7 times.As an important functional department,public security organs are duty-bound to carry out emergency management of public emergencies.This puts forward higher requirements for the emergency management ability of public security organs.Based on the theory of public crisis management,new public service theory and governance theory,this paper uses literature method,case analysis method and investigation method,takes X City as the research carrier,explores the ability of the public security organ in X City to deal with public emergencies in emergency management,combines domestic and foreign studies and the characteristics of public emergencies in X City.The evaluation index system of the emergency handling ability of the public security organs in X City was constructed,including 4 first-level indicators and 16 second-level indicators,and the weights were determined by AHP.The fuzzy comprehensive evaluation method was used to calculate the scores of each index of the public security organ’s emergency management ability of public emergencies in X City.According to the scores,the causes of existing problems in the public security organ’s emergency management ability in X City were analyzed,and corresponding countermeasures and suggestions were given based on the problems.It is found that the emergency handling procedures of public emergencies of X City public security organs include police assembly,setting alert areas,maintaining on-site order,on-site law enforcement publicity and implementation of on-site control,and corresponding handling will be done based on three levels: emergency warning,information communication and emergency decision-making.In this paper,the evaluation index system of emergency management capability is constructed from four aspects:prevention and preparation,monitoring and early warning,emergency and rescue,recovery and reconstruction.According to the expert evaluation,the judgment matrix of the importance of each index is obtained,and the weight of each index and the final score of each index are calculated.According to calculation,the overall level of public security organs in X City in handling public emergencies is 83.6 points,with a good performance,but still under great pressure.Through analysis,three problems including lack of emergency experience,inadequate policy implementation,and lack of emergency management ability are exposed.In view of the above problems,the author puts forward the corresponding countermeasures of enriching emergency experience,strengthening the implementation of political policies and improving the ability of emergency management. |
