Research On Improving The Ability Of Public Security Organs To Cope With Emergencies

With the continuous development of our country’s economy and society,the forms faced become more and more complex and diversified,so under such a background,emergencies have become an important problem in social life.In the general sense,emergencies often bring bad effects,so this makes emergencies have a strong urgency,it is necessary to effectively deal with emergencies within a certain period of time.Public health incidents will have a series of major impacts on society when they are punished,including the outbreak of some major infectious diseases,the spread of mass adverse diseases,major food poisoning and a series of other events affecting public health.The outbreak of public health events here often has a certain complexity and sudden,at the same time,the public coverage is relatively large,has a higher risk,And once the outbreak will affect the entire social and economic development and population health and many other aspects of the level.The outbreak of such incidents will often affect the safety of the people at the grass-roots level,so it is very urgent for this sudden incident,which needs to be properly dealt with in the first time.In this context,how to properly handle emergencies and minimize the damage caused by emergencies has become the most important work of administrative personnel represented by the police.This kind of group emergencies erupt more frequently,not only from the background of the reform of the whole social and economic structure and the adjustment of the interest pattern,but also with the local government and different relevant departments.It can not be related to the basic demands of the masses,and subjective factors such as the importance of mass events.Based on this,this study chooses the improvement of public security organs’ ability to deal with emergencies as the main object,and further selects "rich incident" in Jinning district as a typical case study.The author summarizes and sorts out the unexpected group incidents in Yunnan Province in recent years,so as to analyze,think,cause and characteristics,explore the relatively weak links in the whole process of handling,put forward disposal methods and suggestions,and how to better prevent the occurrence of such incidents.The public security organs should strive to explore and practice and actively respond to unexpected group incidents.On the basis of relevant research,this paper comprehensively analyzes relevant theories,such as public crisis management theory,emergency management theory and new public service theory.On this basis,it analyzes the ability of public security organs to deal with emergencies from the "fufu village incident" in Jinning District,and analyzes the causes of the problem and the experience and lessons of handling the incident.Combined with the above analysis,this study puts forward specific strategies to improve the ability of public security organs to cope with emergencies from the following aspects: enhancing awareness,enhancing executive power,improving various links of early warning mechanism,enhancing the concept,enhancing public relations awareness,improving the quality of public security organs,improving the security mechanism for handling emergencies and improving the handling and evaluation of emergency aftermath In order to promote the ability of the relevant public security organs to deal with emergencies,improve the quality and efficiency of handling,effectively play their own functions,and lay the foundation for building a socialist harmonious society.
