The Study On The Ability Of Emergency Management Of The Public Security Department

Public emergency management is a very hot topic which is concerned by the academic community in the world. Under the circumstance of fast integration process today, the promotion of the ability of public emergency management of the public security department has been a urgent task for building Socialism with Chinese characteristics. As the opening-up and development of economy in China, different kinds of emergency happen a lot, which not only cause great damage of people’s lives and property safety as well as great loss to the economic development but also harm the stability of the society and the safety of the nation. As a result, how to answer scientifically and deal properly has become a problem that the nation has to face. Public Safety Department (PSD), as an important part of the government, has been challenged and tested its emergency management abilities.PSD abilities of emergency management are important parts and an essential link of the Party, government and authorities. In the past55years since the PRC was founded, the functions of the Party and the Government have shifted. Social Management Functions such as the control of the situation, the crisis intervention, conciliation conflicts, maintains of state security as well as the social stability have been significantly improved. In front of the complicated situations domestic and abroad, the PSD should establish the emergency management system to cope with frequent artificial and natural emergencies in order to contribute to the construction of the socialist harmonious society. Therefore, the thesis will be conducted in the following order.The content is divided into four parts. The connotation and the theory development of emergency management will be discussed in the first part. In this chapter, the definitions and features of emergency will be given. The Master State Plan for Rapid to Public Emergencies deeply explained this topic, they can be included in the category of emergency in this context.The significance of improving the emergency management abilities of the PSD is demonstrated in the second part. The theoretical significances are as below. Firstly, the realization of emergency has been deepened, the rules of emergency management could be held to provide references for scientifically solutions. Secondly, it benefits the completion of PSD function shift theory. Thirdly, it can enhance the further completion of the construction of Socialism with Chinese characteristics Theory. The realistic significances are as below. Firstly, it can help maintain the society stability and establish a good image of the society. Secondly, it fastens the process of the shift of PSD functions. Thirdly, it will be in favor of establishing the new emergency management system.The existing problems in the emergency management system of PSD are discussed in the third part. Firstly, the current emergency management system is not positive. Secondly, local PSD’s don’t have much experience and have the problem of crisis awareness apathy. Thirdly, lack effective communications and coordinate mechanisms. Fourthly, lack the common management knowledge of emergent events. Fifthly, there are improper behaviors in the execution of policies, and lack explicit accountable system.The ways to improve the PSD emergency management abilities are discussed in the fourth part. Five aspects are brought up to improve the PSD emergency management abilities. Firstly, make the coordinate mechanism complete, perfect the disciplines of public emergency management. Secondly, the awareness of crisis should be enhanced, and the emergency management abilities of local PSD should be improved. Thirdly, complete the current emergency management mechanism to enhance PSD’s emergency management abilities. Fourthly, establish comments and information management system to cope with emergencies. Fifthly, prevent or stop the improper behaviors in execution of the policies. Stick to and complete the accountability system. Through the analysis of all emergency managements abroad and domestic, the experience and lessons should be learned. Lessons should be drawn from other countries emergency management theories. All the favorable factors that can improve emergency management should be gathered and concluded so that the nature of emergency management can be seized. In this case, the Public Emergency Management Theory with Chinese characteristics can be constructed, which can be a great guide to the construction of Socialism with Chinese characteristics.
