Research On The Issue Of Government Data Opening In Changsha-Zhuzhou-Xiangtan Under The Background Of "Data Empowerment"

In the era of big data,data is the most basic supporting element in business information management and the core of government information resource management.Data empowerment means to empower data,strengthening data utilization,enhancing data value,so as to improve management performance and promote economic development.In the context of data empowerment,the goal of government data opening work is to empower the public or enterprises through the use of government data,so that it can more conveniently obtain government data and understand government-related information,so as to carry out related activities more conveniently.In recent years,the integration process of Changsha-Zhuzhou-Xiangtan urban circle has been accelerated,,which puts forward higher requirements for the information resource management of Changsha-Zhuzhou-Xiangtan government.Government data sharing and smart city construction are important driving forces to promote the construction of ChangshaZhuzhou-Xiangtan smart urban agglomeration.It is an important task for ChangshaZhuzhou-Xiangtan government information resource management to strengthen data value-added and utilization and provide convenient cross-city government data services for the public.which puts forward higher requirements for the ChangshaZhuzhou-Xiangtan government information resource management.Government data sharing and smart city construction are the important driving forces to promote the construction of Changsha-Zhuzhou-Xiangtan smart urban agglomeration.It is an important task for Changsha-Zhuzhou-Xiangtan government information resource management to strengthen data value-added and utilization and provide convenient cross-city government information resource services for the public.This paper takes the government data opening platforms of Changsha,Zhuzhou and Xiangtan as the research object,studies the current situation and existing problems of government data opening of the three cities,which is conducive to further promoting the construction of Changsha-Zhuzhou-Xiangtan urban circle.Based on digital governance theory,open government theory and new public service theory,this paper first expounds the research background of Changsha-ZhuzhouXiangtan government data opening under the background of "data empowerment" and relevant research situation of government data opening at home and abroad.By analyzing the existing research results of scholars,including four dimensions of data preparation,data management,platform function and utilization effect,the index dimension of government data opening analysis is preliminarily formed.In combination with the reliability and validity test analysis of the questionnaire scale in the questionnaire survey,the index dimension of government data opening analysis is constructed,and the research is carried out on the web page of ChangshaZhuzhou-Xiangtan government data opening platform as the sample.Through the comparative analysis of the current situation of data opening of Changsha,Zhuzhou and Xiangtan governments,the problems of data opening of Changsha-Zhuzhou-Xiangtan governments are summarized into the following five aspects: legal norms need to be strengthened,the definition of data rights and responsibilities is unclear,the platform functions are relatively lacking,the data utilization is not perfect and the talent team is facing the gap.Finally,from the perspective of digital governance,combined with the existing problems of Changsha-Zhuzhou-Xiangtan government data opening,put forward suggestions suitable for Changsha-Zhuzhou-Xiangtan government data opening.
