| With the advent of the era of big data,it is the common goal of governments of all countries to open up government data and tap the huge value hidden in government data.In the "Outline of Action for Promoting Big Data Development" released by the Chinese government in August 2015,it is clear that accelerating the promotion of data sharing in government departments and steadily promoting the opening of public data resources.The opening of government data is a major task,and the opening of government data has become Hot work of the Chinese government.Except for a few developed provinces and cities that started government data opening work before the national policy was announced,most other regions began to respond to national policies and carry out government data open work after the national policy was announced.However,in recent years,the progress of data opening work in various provinces and cities has been quite different.In addition to taking into account factors such as the economic development level of various provinces and cities,the degree of informatization construction,and location advantages,it is particularly important to explore the reasons for differences in development from the perspective of public policy implementation.The essential.Based on this background,this study takes the current status of Changsha city government data open policy implementation as the research object,and aims to explore how Changsha city implements the national government data open policy? What are the deficiencies? And what are the reasons for these deficiencies in the process of policy implementation?In order to solve the above-mentioned problems,this paper takes the theoretical model of policy execution process proposed by Smith as the theoretical basis,combines the overall government theory,and takes case study as the main method.It comprehensively uses data collection methods such as literature search,in-depth interviews and non-participatory observation.Investigating the current status of the implementation of the Changsha Municipal Government ’s data open policy,and found that the current deficiencies can be summarized as the current policy is difficult to implement in actual work,the implementation agency has deviations in the implementation,the target group ’s low degree of coordination with the policy and is not conducive to government data open There are four environments for policy implementation.The deep-seated causes of these deficiencies combined with the Smith model can be summarized into four aspects: First,the policy itself lacks scientificity,which includes the lack of special data opening laws,and the promulgated policies are restricted by existing national policies and laws.The policy design is imperfect;the second is the lack and weakness of policy enforcement agencies,including the lack of data opening awareness of executives,which leads to the lagging of policy implementation and the incomplete coordination mechanism of data opening among policy executives;the third is the target group’s data demand awareness and utilization capacity Insufficient,including the public’s weak awareness of government data demand,big data expertise has become a high threshold for public participation in policy implementation;Fourth,the negative impact of the existing policy implementation environment,including the existence of public interest in the political environment and the cultural environment The popularization of big data utilization and development knowledge is insufficient,and the organization and guidance of data open policy publicity and mobilization in the social environment are absent.Based on the above findings,this paper proposes countermeasures and suggestions to further promote the implementation of the Changsha municipal government’s data opening policy from the four levels of policy itself,implementing agencies,target group cultivation,and implementation environment shaping. |
