"Special administration" is developed from campaign governance.Through practice,it has developed into a widely used and indispensable policy tool in the field of policy implementation.However,in the process of policy implementation,due to the joint action and fermentation of various factors,the low efficiency problem is exposed,which reflects that in addition to some former shortcomings of special governance have not been completely eliminated,there are still some factors affecting the efficiency in the process of implementation."Special administration" is a key link in the modernization of China’s governance system and capacity,and "efficiency" is an inevitable requirement for improving governance capacity and stimulating internal motivation.Therefore,the research on the policy implementation efficiency of "special administration" is not only the urgent requirement of reality,but also the development requirement of The Times.This paper starts from the related theories of governance,and deeply understands the development process of the theory and practice of "special administration" with the help of the theory of "movement governance" and the theory of "institutional governance" to enrich the basic theories and methods of "special administration".At the same time,the policy implementation process model consistent with the research objective of this paper is selected for extensive reference of the relevant theories and methods of policy implementation process,so as to find the influencing factors or evaluation factors of efficiency in the process of policy implementation.Based on case analysis,typical cases of "special gadministration" are selected,and the process model of efficiency research is used for practical analysis.Starting from the influencing factors,efficiency problems are analyzed,the deep causes are explored,and feasible suggestions for efficiency improvement are put forward on this basis.This paper will focus on the following issues for in-depth analysis.First of all,the internal mechanism of the implementation of the "special administration" policy is analyzed,which mainly includes analyzing the difference between the implementation of the "special administration" policy and the implementation of the general public policy on the basis of clarifying the implementation of the "special governance" policy and combining the policy implementation process model,and extracting the significant characteristics of the implementation of the "special administration" policy.Combined with the policy implementation mechanism of "special administration" and the Mitt-Horn policy implementation system model,this paper summarizes the efficiency factors that affect the implementation of "special administration" policy,and builds a system model that affects the implementation efficiency of "special governance" policy.Second,select the "blue sky battle" a typical case,special projects more targeted analysis of the efficiency factors in actual case for policy execution efficiency,the influence of mining the deep reason of low efficiency,to extract can guide ascending "special treatment" policy execution efficiency of the concrete policy and policy direction.Finally,to improve the implementation efficiency of "special governance" policy,detailed suggestions are put forward from the aspects of legal system construction,departmental linkage,execution force,execution environment and execution supervision mechanism.In addition,the paper puts forward a directional policy to stabilize the efficiency improvement of "special governance",namely institutionalized transformation.Directional policies mean that the "special governance" should not be completely abandoned and the policy implementation should set the "institutional governance",but promote the institutionalized transformation of the "special governance" under the premise of maintaining its own governance advantages.The institutionalized transformation of "special governance" can play an effective role in the implementation process of "special administration" policy and improve the efficiency of policy implementation.
