The Research On The Improvement Of Administration Efficiency Of Rural Government In Longnan City Against A Backdrop Of Institutional Reform ——A Case Study Of Hongchuan In Cheng County

Since opening-up and reform,institutional reform has always been moving forward through practices and exploration in China,and the organization arrangement and function allocation in governments have undergone 8 major adjustments and changes.In 2018,the Party and state institutional reform,according to the principle of pushing governance focus downward,have endowed the governments under the level of province with more autonomy.Meanwhile,the rural governments in Longnan city have closely following the steps of the institutional reform of the Party and the country,with the aim of comprehensively advancing the modernization of national governing system and ability,by which the governments continuously deepen institutional reform,speed up function transformation,clarify function allocation,define precisely rights and responsibilities,ensure scientific and reasonable organization,and improve their administration efficiency.However,due to the limitations of institutional reform and administration of ability and standards,certain local governments in Longnan city still have the problems,such as,insufficient institutional reform,unchanged concept of governance,inefficient functioning ability,the lack of multiple parties’ engagement,etc.Therefore,the local governments face plenty of challenges and difficulties in governance efficiency against a backdrop of institutional reform.Regarding governance efficiency of local governments against a backdrop of institutional reform as the research object,the thesis analyzes how to better improve governance efficiency of local governments against a backdrop of institutional reform through collecting materials,questionnaires,and field investigation,etc.Firstly,the thesis introduces relevant research on institutional reform and governments’ functions at home and abroad,defining relevant core concepts,and employing new public service theory,theory of governance and good governance,and Marxist government function theory to establish theoretical analysis framework.Secondly,based on the features that institutional reform has constantly sped up government function transformation and clarified function allocation,the thesis analyzes the current situation and achievements of the government,and summarizes the problems of insufficient institutional reform,unchanged concept of governance,inefficient functioning ability,the lack of multiple parties’ engagement,etc.And the thesis explores the reasons for the problems from the perspectives of credibility,liability,transparency,response,validity,rule of law based on good governance.Lastly,based on the current situation and practices of the local governments,the thesis summarizes the strategies as follows: a)Deepen the reform of rural institutions and enhance the legitimacy of government performance;b)Strengthen the sense of responsibility,and clarify the concept of government efficiency;c)Continue to reinforce institutional supply and improve government performance;d)Achieve multiple parties’ engagement and build governments with the feature of transparency and responsiveness.As a result,the thesis is expected to serve as a reliable reference for the improvement of governments’ performance in Longnan city,and provide case study for the reform of township institutions and innovation in social governance at the grassroots level in Gansu province and even the country.
