The Deviation And Governance Of Public Policy Implementation

The policy implementation is the process that pays the fulfillment to the policy contents, satisfied policies still needing the effort of the organization and its member then can carry out intention of the policy, this paper tries to discuss the deviation of the policy implementation from the angle of the organization theory. There is two kinds of tropism in the policy implementation research, the one is according to Max.Weber's hierarchy organization theory, this kind of research emphasizes the difference of policy making and policy implementation. its core is the layer principle of the administrative organization with direct a control from top to bottom, the grass-roots organization cuts quantity power freely to evolve the policy of "have a policy up, descend to have a countermeasure" performance strategy easily; the other is according to the social system organization theory, with the variety of the public management environment, this kind of policy implementation research emphasizes that the policy process needs more exoteric and adaptive organization to carry out a public policy, and it needs cooperation of the public and private organization and social group to carry out a policy target.This paper intends to find out the modelity of policy implementation deviation by analyzing two kinds of policy implementation theories and several typical model case. It analyzes the bottleneck that restrict the policy implementation effectively from the static state angle and the dynamic state angle, combining the typical model case of the policy implementation, putting forward the governing measure of policy implementation deviation. The paper's viewpoint is that the policy implementation process need more vivid and adaptive flat organization to carry out a policy target availably; it needs perfect relation of governments, and clarifyies the ralationship of central and local government from vertical structure and horizontal structure of policy implementation organization respectively; Perfect the supervising machanism to make sure the independency and efficiency of the supervision; Strengthen the communication and the cooperation of the organizations; Pay attention to the cooperation of diversified policy implementation organizations, choose the suitable policy implementation organization according to the type and the target of the policy; Push the interaction between the policy implementation organization and the policy target community to carry out policy effectively.There are so many factors that can effect policy target, such as structure ,information, the control layers and control range of the organization etc. So it needs to match the suitable organization to implement policy according to policy targets and task. this is a key problem this paper analyzed.
