| Rural governance is an important part of national governance.As a long-term rural work mode of the Communist Party of China,the cadre resident system is an effective working mechanism of Chinese rural governance.During the period of poverty alleviation,village cadres play an important role in implementing targeted poverty alleviation policies and increasing villagers ’ income by getting close to the grass-roots level and understanding the people ’s conditions,and have opened up the ’last kilometer ’ of poverty alleviation work.At present,China ’s rural society has changed from poverty alleviation to rural revitalization.In order to consolidate the hard-won results of poverty alleviation,further improve the efficiency of rural governance and stimulate the endogenous power of villages,the CPC Central Committee and the State Council have requested to continue to appoint the first secretary and working team in villages,and have issued specific opinions and measures to establish and improve the normalized working mechanism in villages,so as to ensure the continuity and effectiveness of assistance work.As the activist and executor of the village system,the village cadres connect the state and society,and their governance efficiency has a non-negligible impact on the stability of the country and the development of society.Firstly,based on the theory of embedded governance,this paper constructs the institutional framework of village cadres embedded in rural governance,and analyzes how village cadres play their role in the process of rural governance from the four aspects: political embedding,resource embedding,cultural embedding and relationship embedding,in order to realize the guidance of grass-roots party organizations,the flow of resources and the improvement of village governance,so as to promote the effective governance of rural society.Secondly,based on the practice of helping cadres in some poverty-stricken villages in L County,this paper investigates the current situation of cadres in L County by means of field investigation and structural interview,and takes the first secretary and working team members in the village as the main interview objects,and collects a large number of documents and materials on the selection and management mechanism and work content of cadres in the village,showing the real action logic of cadres in the village to participate in rural governance,and exploring the possibility of cadres in the village to help governance.Thirdly,by combing and summarizing the current situation of L county cadres ’ assistance in villages,it is found that village cadres are still constrained by practical factors such as the continuous tension between state power and grass-roots political power,the matching conflict between external resources and internal needs,the contradiction between modern value and rural rules,and the dilemma of trust and cooperation between cadres and masses.Finally,in view of the difficulties and challenges it faces,this paper puts forward further optimization paths from the aspects of operation mechanism,resource integration,concept identification and relationship shaping,so as to promote the improvement and development of the cadre system in the village,ensure the effective play of the value of the cadres in the village,and realize the benign development of state power and rural society. |
