With the gradual development of the Open Government Data(OGD)movement in various countries,the outflow of government-held data in key areas such as healthcare,education,transportation,and finance has further expanded the data market and become the "new oil" for contemporary firms to develop the digital economy.Numerous studies have shown that there is huge economic value in OGD,but the release of that economic value puts higher requirements on firms.The promise of OGD for business and economic development can only be realized when firms have ability to derive business insights from OGD and achieve business innovation.Although a lot of research has been conducted in academia on the role of OGD in business innovation,few studies have explored the realization mechanism of OGD-driven innovation from the firm level,especially for the role of top leaders in OGD-driven innovation capability and innovation type,which has not been fully confirmed.To this end,this thesis investigates the path mechanism of OGD-driven innovation in firms from the perspective of top leaders.This thesis examines the impact of top leader’s support on a firm’s OGD-driven innovation capability.Based on the TOE framework,this thesis proposes a theoretical model with top leader’s support as the independent variable,OGD-driven innovation capability as the dependent variable,and the TOE framework(technical capability,organizational arrangement,and innovation support environment)as the mediating variable.Two hundred and thirty-six valid samples were collected through the Credamo questionnaire platform and using partial least squares structural equation modeling(PLSSEM)for data analysis and empirical testing.The results found that top leader’s support has a significant positive effect on OGD-driven innovation capability,in which technological capability,organizational arrangement,and innovation support environment play a partially mediating role.The study further found that,among all factors,organizational arrangement is the largest influencing factor on OGD-driven innovation capability,while technological capability is the smallest influencing factor on OGD-driven innovation capability.After identifying the positive impact of top leaders on OGD-driven innovation capability,this thesis further explores the impact of top leadership style on OGD-driven innovation type.Based on leadership theory and organizational commitment theory,this thesis constructs a theoretical model with leadership styles(transformational leadership and transactional leadership)as independent variables,OGD-driven innovation types(radical and incremental innovation)as dependent variables,organizational commitment(affective and normative commitment)as mediating variables,and OGD application stages(initial stage and mature stage)as moderating variables in the theoretical model.Two hundred and thirty-nine valid samples were collected through the Questionnaire Star platform,and the moderated mediation model was tested using the PROCESS macro program in SPSS.The results found that transformational leadership promotes OGDdriven radical innovation through affective commitment,while transactional leadership promotes OGD-driven incremental innovation through normative commitment.The study further found that OGD application stage moderates the effect of leadership on organizational commitment and the indirect effect on OGD-driven innovation.Specifically,in the initial stage of OGD application,transformational leadership positively influences OGD-driven radical innovation through affective commitment.In the mature stage of OGD application,transactional leadership positively influences OGDdriven incremental innovation through normative commitment.In summary,this thesis enriches and extends the previous literature related to OGD innovation,OGD value creation,and the influence of top leaders on firm innovation,with certain theoretical and practical implications.
