| The 18th National Congress of the Communist Party of China first proposed the strategy of innovation-driven development,and the 19th and 20th National Congresses emphasized the importance of innovation for China’s economic development,explicitly stating that science and technology are the primary productive forces,talent is the primary resource,and innovation is the primary driving force.It is necessary to deepen the implementation of the innovation-driven development strategy.The purpose of this paper is to promote the sustainable development of Zhongwei High-tech Zone,accelerate the transformation of the work functions of the Zhongwei High-tech Zone Management Committee,and optimize its functions under the background of innovation-driven development.Through research on relevant concepts,theoretical foundations,domestic and foreign research status,and advanced experiences of domestic and foreign development zones,specific strategies for improving the functional positioning of the Zhongwei High-tech Zone Management Committee are proposed.This paper adopts a combination of literature review,case study,and interview methods to ensure the comprehensiveness and reliability of the research.Firstly,the development overview of Zhongwei High-tech Zone,the historical evolution and current situation of the functions optimization of the Zhongwei High-tech Zone Management Committee,including the organizational structure and main functions undertaken,are summarized and sorted out.Secondly,the problems existing in the functions of the Zhongwei High-tech Zone Management Committee are analyzed,and it is found that there are insufficient support for scientific and technological innovation,inefficient service-oriented government construction,slow pace of cultivating emerging industries,and insufficient performance evaluation and talent training systems.Thirdly,the advanced experiences of the Ruhr Industrial Zone in Germany,the Jurong Industrial Park in Singapore,the Suzhou Industrial Park,and the Wuxi High-tech Zone are summarized and analyzed,and it is found that implementing the"Management Committee+Company" model and promoting industrial transformation and upgrading are important measures for development zones to achieve innovation-driven development.Finally,specific strategies for improving the functional positioning of the Zhongwei High-tech Zone Management Committee are proposed,including strengthening the leading and supporting role of scientific and technological innovation,accelerating the transformation of government functions,promoting scientific and technological innovation and industrial upgrading,optimizing the performance evaluation and talent training system of the Zhongwei High-tech Zone Management Committee,etc.This paper also provides useful reference for the optimization and reform of other development zones in Ningxia. |
