Research On The Implementation Of Innovation-driven Development Strategies By The Yantian District Government

With the continued booming of the cost of labor,resources,and environmental factors,it is difficult to move on for the traditional driving economic development model.To seek new ways of development,the strategy of implement innovation-driven development is put forward by the report of the 18 th CPC National Congress explicitly.To implement the strategy nationally,provincially and municipally,the Yantian District Government has made some corresponding measures.Some of them have played a promoting role,at the same time,some expose disadvantages.Those disadvantages will hinder Yantian District to achieve innovation-driven development to become an innovative city.Therefore,it is necessary to do the research on the Yantian District Government's strategy of innovation-driven development.This paper focus on Yantian District Government's strategy of innovation-driven development.The first chapter,we point out the wealthy of innovation after combing relevant theories about innovation-driven development at home and abroad.We emphasize the importance of innovation-driven development,and define the relationship between innovation-driven strategies and other strategies.We make it clear that the essence of innovation-driven development strategy for Yantian District is value orientated by innovation driven,due to the conditions and environment of socioeconomic development,and getting implementations in accordance with strategics.The implementation of the innovation-driven strategy is a systematic project,which involves the subjects of innovation,carriers,mechanisms,and environment.Based on the theory of neoclassical market failure,this paper suggests that the government should participate in innovation-driven development.According to the choices of strategies,considering the involved functions of the government,the research of Yantian District Government's strategy of innovation-driven development should be focus on 5 dimensions,which are making and implementing the policies,the creation of innovation space,the development of the corporate services,the promotion of the talent pooling,and the promotion of the reform of the financing environment,by making good use of the resources peculiar to government,with no offside,no omission,and no misplacement.The second chapter,we systematically sorts out the main measures taken by Yantian District Government in implementing innovation-driven development strategies and how they go presently.The third and fourth chapters,we point out the disadvantages of Yantian District Government's strategies of innovation-driven development,including that policies making are unscientific,corporate services are inefficient,lack of space for innovation,insufficient talent pool,inadequate reform of the financing environment.Then we analyze the reasons concerned.The fifth chapter,we put forward suggestions on various fronts,such as optimizing policy support system,improving service quality of enterprises,improving service level of science and technology,creating a good financing environment,and creating advantage environment for innovative talents.We hope we can boom the reacting with innovative elements under the government's effective action,promote the transformation of the economic development mode in Yantian District effectively,and achieved innovation-driven development.
