Study On The Policy Implementation Of Basic Research In The Innovation-Driven Development In Guangdong

Basic research is the source of innovation-driven development,The basic research policy is the necessary method for the implementation of the strategy of innovation-driven development.From the point of view of the value of practical effect,basic research is a key step of the national and regional scientific and technological development.And Based on the point of view of the government,basic research policy is an important political tool for the government to make up the market failure and orient the development of social innovation.Obviously,it makes sense the importance and necessity of basic research and its policies for innovation-driven development.But,in China,basic research has been in a neglected position.The basic research policy is weak and it started late.For the domestic provinces and cities,such as Guangdong,in the context of the implementation of innovation-driven development strategy,government's investment in basic research has not been significantly improved.Issues are existed in the process of implementing the basic research policy.Moreover,it is not enough for the current studies on the implement of basic research policy in the innovation-driven development.Therefore,it has the extremely practical value and theoretical significance to set up the study on the issues of the basic research policy in the innovation-driven development in Guangdong.In the background of the overall development of Guangdong as a developed province,this paper is the in-depth study on the basic research policy in the innovation-driven development,with the method of literature research,comparative study,questionnaire survey,in-depth interview,statistical analysis and policy research,based on exploring the characteristics of the basic research policy in the innovation-driven development at the provincial and municipal level.The first chapter of this paper introduces the study background and significance,the domestic and foreign research status,purpose,methods and ideas.The second chapter is the basic theory study based on the public product theory,market failure theory,national and regional innovation system theory and the policy analysis model,et al.It theologically summary the innovation,innovation-driven,basic research,basic research policy,the relationship between innovation-driven development and the basic research policy,the evidence of the governmental support to the basic research policy.The third chapter uses the Smith model to deeply analyze the current situation and issues of the implementation of the basic research policy in Guangdong Province.It digs the reasons of the developing of the issues and proposes the demand of the innovation-driven development to adjust and develop the basic research policy in implementation.The fourth chapter introducesthe experience of foreign developed countries and domestic developed provinces and cities to promote the implement of the basic research policy in innovation-driven development.Based on the theory and experience analysis,the fifth chapter proposes the corresponding recommendations to optimize the current implementation of the basic research policy in Guangdong from the perspective of the implementation of innovation-driven strategy.This paper draws the following conclusions based on the sound investigation of the implementation process of the basic research policy in the innovation-driven development in Guangdong.In the new period,the basic research policy in the innovation-driven development in Guangdong is characteristic.The investment of the government,universities,scientific research institutions and enterprises,etc.,in basic research shows a trend of increasing over the years.The construction of basic research environment has been paid more and more attention.However,there are still some issues in the implementation of basic research policy.For example,the investment on basic research policy is not enough.The implement efficiency of the agencies in charge of the implementation is not high enough.The efforts on three major researches are relatively low.The research environment is not optimistic as well.As a result,the government needs to proactively make an effort on basic research policy.The government needs to strengthen the management of the implementation of basic research policy and orient and establish an effective "politics-enterprise-school-research" basic research cooperation model with the three main parts to constantly optimize the basic research environment and achieve the innovation-driven development in Guangdong with the basic research policy methods.
