| With the development of economy and the progress of the society,Kindergarten serves as pre-school organizations for the education of children.It is playing an increasingly important role in social education.Kindergarten is a national livelihood project.Once an emergency occurs,it will not only affect the normal teaching of kindergarten,but also affect the harmony and stability of the whole society.In recent years,teachers’ ethics problems,food safety problems,violent invasion,school bus safety problems and other emergencies frequently occur in kindergartens.Once such news is exposed,it will always cause huge negative effects in the society.On the one hand,kindergarten emergencies are characteristic of group and complexity,and often involve the business scope of multiple government departments,so it is difficult to effectively deal with them by relying on the strength of a single subject of kindergartens.On the other hand,the arrival of the new media era and the reform of social governance require kindergartens to change the traditional emergency management mode.Therefore,kindergarten emergency management urgently needs the joint participation of multiple subjects such as government departments,parents,media and related enterprises.Based on 4R crisis management theory,collaborative governance theory and stakeholder theory,this paper classifies kindergarten emergencies on the basis of a review of domestic and foreign research status,and selects three typical cases affected by the thought factors.Focusing on the reduction,readiness,response and recovery stages of emergencies,the roles and functions of multiple subjects such as the government,kindergartens,social organizations,parents,media and relevant enterprises in emergency management are analyzed,and the main problems existing in collaborative governance of emergencies in kindergartens are summarized,including: the organizational system of collaborative governance is not perfect,the participation and linkage of multiple subjects are not deep enough,the attention to early warning is not enough,and the information communication channel is not smooth.Finally,put forward the countermeasures and suggestions on kindergarten emergency coordination management system,namely: perfecting kindergarten emergency preparedness mechanism of collaborative governance,perfecting kindergarten emergency monitoring and early warning mechanism of collaborative governance,perfecting kindergarten emergency disposal and rescue mechanism of collaborative governance,perfecting kindergarten emergency recovery remodeling mechanism of collaborative governance.This paper systematically uses literature research,case studies,interview methods to study the collaborative governance of kindergarten emergencies under the theoretical framework of collaborative governance,so as to expand the horizon of research on the emergency management of kindergarten emergencies in China.Hopefully,it will stand a great theoretical significance and practical value to enrich and improve the research results of collaborative governance of kindergarten emergencies and improve the scientific level of collaborative governance of kindergarten emergencies in China for maintaining harmony in kindergartens and social security and stability. |
