Improving the quality and effectiveness of intra party democracy is the objective requirement of adhering to intra party Democratic centralism in the new era.Democratic centralism is the Political organisation principle of intra party democracy of the CPC and the institutional guarantee for the development of intra party political life.It is the combination of centralism based on democracy and democracy under centralized guidance.To improve the quality and effectiveness of inner-party democracy is to constantly consolidate the democratic foundation under the centralized unity of the party,give full play to the overall leadership of the CPC,and enhance the political and organizational functions of the party organization.to improve the quality and effectiveness of inner-party democracy is to achieve a more powerful combination of inner-party democracy construction and the Party’s centralized and unified leadership,strengthen the overall leadership of the CPC,improve the Party’s governing ability,and constantly transform the institutional advantages of Democratic centralism into democratic governance effectiveness.improving the quality and effectiveness of intra party democracy is also an objective requirement for strengthening party building in the new era.With the continuous development of science and technology,as well as economic and social development,and the continuous strengthening of intra party democracy,the construction of the Party is facing some new situations.The increase in the number of party members and grassroots party organizations has led to further improvement in the efficiency of democratic consultation within the party,the development of democratic elections,the quality and effectiveness of democratic decision-making,the democratic spirit of democratic management,and the strength of democratic supervision.Improving the quality and effectiveness of intra party democracy is to deepen the depth,breadth,and effectiveness of party members’ participation in democratic political life,and continuously innovate the path of intra party democracy construction.In order to improve the quality and effectiveness of inner-party democracy,it is necessary to strengthen the theoretical combing of the classical Marxist writers and previous leaders of the CPC on inner-party democracy construction,so as to provide a theoretical source for inner-party democracy construction in the new era.In reviewing the history of the development of inner-party democracy,it is proposed that the construction of inner-party democracy has gone through four historical stages: embryonic growth,zigzag progress,comprehensive development,and vigorous growth.It is summarized that the improvement and perfection of Democratic centralism,the continuous protection of the democratic rights of party members,and the gradual improvement of democratic decision-making are historical experiences to improve the quality and effectiveness of inner-party democracy.In order to improve the quality and effectiveness of intra party democracy,it is necessary to clarify the achievements of intra party democracy construction from the current situation,identify the problems that still need to be solved,and provide ideas for innovating the path of intra party democracy development.Through a survey questionnaire,it was found that the widespread enhancement of democratic concepts among party members and the orderly implementation of democratic practices within the party are the main achievements of democratic construction within the party.However,the efficiency of consultation within the party,the development of democratic elections,the quality and effectiveness of democratic decision-making,the essence of democratic management,and the strength of democratic supervision still need to be further deepened.Therefore,this article clarifies that improving the quality and effectiveness of intra party democracy in the new era should mainly focus on digital technology,which is an innovative way to fully leverage the advantages of intra party democracy and institutional advantages,by reviewing theoretical literature and the results of a comprehensive survey questionnaire.
