A Comparative Study Of The Intra-party Electoral Democracy And The Intra-party Deliberate Democracy

Since the16th CPC National Congress closed, intra-Partydemocracy has been seen as the life of the Party, which is of vitalimportance in the development of our CPC. The report of the18thCPC National Congress takes a clear-cut stand for the opinion that“Vigorously promote intra-Party democracy and enhance the Party’screative vitality”.“Intra-Party democracy is the life of the Party.”Inaddition, the report speaks highly of the development of thedeliberative democracy,“Improve thesystem of socialist consultative democracy” is made for the first time.This paper is based on the comparative study of the intra-Partyelectoral democracy and the intra-Party deliberate democracy tomake up clearly the conceptions, features, theories, advantages,disadvantages, bases, methods and so on. By bringing inner relationsbetween the intra-Party electoral democracy and the intra-Partydeliberate democracy into better balance and analyzing the interactiveeffects, I make some points.This paper is divided into four parts. The first part is meant tointroduce the basic theories of the intra-Party electoral democracyand the intra-Party deliberate democracy in a comparative way. Andthe second part is related to show both the merits and the demerits.The third party is to make a comparative study of the intra-Partyelectoral democracy and the intra-Party deliberate democracy. Therational bases, subjects, procedure and effects help to makedifferences. And also, similarities are connected to thecomplementary relationship——the intra-Party electoral democracy guards the intra-Party deliberate democracy; the intra-Party deliberatedemocracy perfects the intra-Party electoral democracy. The last partis to make some points clearly when mentioning the positiveinteraction between the intra-Party electoral democracy and theintra-Party deliberative democracy.
