China has completed the arduous task of eliminating extreme poverty on schedule by 2020,which indicates that China has entered the post-poverty era of solving relative poverty.China’s efforts and achievements in rural areas are obvious to all.It is particularly important to pay attention to the fact that relative poverty does not only occur in rural areas but also exists in high-rise buildings in cities."Poverty" has a thousand causes,and "difficulty" has a hundred kinds.Some people in the city,whose income exceeds the subsistence allowance standard,"have no worries about food and clothing",but still have obvious difficulties in housing,education,medical care,etc.Government assistance is the last safety net to protect the life of people in need in China.It plays a positive role in preventing residents from falling into poverty and deepening the level of poverty.Government assistance mainly provides help to the needy from three aspects.On the one hand,people who have difficulties in basic life can be included in the minimum living security system;For those who temporarily encounter difficulties in employment,medical care,education,etc.,they can also apply for corresponding special assistance;Those who encounter some unexpected,temporary events or other special events that cause difficulties in life can also get temporary assistance.Based on the theories of multidimensional poverty and human capital,this thesis discusses the impact of government assistance on the multidimensional poverty of urban residents.From a macro perspective,analyze the current practical results of government assistance in China,based on the China Family Panel Studies(CFPS)data in 2016 and 2018.Using the AlkireFoster method to analyze income,employment,education,health,and life from a micro perspective.A multi-dimensional relative poverty index system was constructed to measure the urban multi-dimensional poverty status.With the help of the propensity score matching-difference-in-difference(PSM-DID)model and the results of multi-dimensional relative poverty measurement,this thesis studies the impact of government assistance on urban multidimensional poverty.After the above research,the conclusions are as follows:(1)The indicators with a relatively high incidence of poverty in a single dimension of urban households are the value of durable goods,years of education,and housing property rights;(2)The contribution rate of the three dimensions of education,income and health is more than 60%,which is the main cause of poverty;(3)The multi-dimensional relative poverty index in the eastern region is the lowest,and the multi-dimensional relative poverty situation in the western and central regions has improved compared with 2016;(4)Government assistance can significantly reduce the multidimensional relative poverty of urban households,and has a relatively significant alleviating effect on income poverty,employment poverty and education poverty,but will increase the poverty situation of life dimension;and(5)There is regional heterogeneity and family heterogeneity in the multi-dimensional poverty reduction effect of Government assistance,and the relief effect is better for recipients with greater confidence in the future.Based on the above research results,this thesis puts forward the following suggestions for improving the government assistance policies:(1)Accurately identify poverty and improve the security system;(2)Deepen regional cooperation and provide hierarchical and classified assistance;(3)Strengthen psychological intervention and make up for social welfare weaknesses.
