Party Building Leads In The Context Of Rural Revitalization Research On Rural Grassroots Governance

During the "14th Five-Year Plan" period,from winning the battle against poverty to comprehensively promoting rural revitalization,the focus of the "three rural" work has historically shifted.However,the guiding principle of the Party’s management of rural work and the development direction of Party building leading rural revitalization have always run through it.The overall revitalization of rural areas is essentially an improvement process of comprehensive rural governance under the leadership of party organizations.Therefore,grasping the fundamentals of party building and leadership is a basic project to consolidate the foundation of rural grassroots governance,and an important starting point for realizing comprehensive rural revitalization.Based on the implementation of the rural revitalization strategy,this paper conducts a study on party building leading rural grassroots governance from two perspectives of theoretical demonstration and empirical analysis.First of all,from the three dimensions of theoretical basis,historical evolution,and practical requirements,this paper analyzes the main basis for the party building to lead rural grassroots governance in the context of rural revitalization.The thought of Marx and Engels on adhering to the leading role of the party,Lenin’s discourses on party management of rural work,the discourses of the leaders of the Communist Party of China before the 18 th National Congress of the Communist Party of China on the party’s leadership of rural social management,and Xi Jinping’s important discourses on grassroots party building leading grassroots governance,the discussions provide theoretical support for party building to lead rural grassroots governance in the context of rural revitalization;the leading role of rural grassroots party organizations in the century-old practice provides historical experience for the current party building to lead rural grassroots governance;the transformation of major social contradictions,the dilemma faced by rural grassroots governance,comprehensive promotion of rural revitalization,and realization of the modernization of national governance have put forward the realistic requirement of party building to lead rural grassroots governance in the context of the new era.The logical combing of these three aspects provides theoretical support for the in-depth research in the following.Secondly,according to the field investigation,it is found that the current party building leading rural grassroots governance has achieved certain results in terms of subject leading,service leading,and ideological leading.However,there are also some general problems: first,the foundation of grassroots organizations is not strong enough to weaken the function of political leadership;second,limited ideological understanding hinders the in-depth integration of party building and governance;third,the stickiness of the upper and lower linkages does not constrain the participation of multiple forces;fourth,the lack of resource integration and utilization affects the level of service supply;fifth,the imperfect leading mechanism restricts the transformation and enhancement of governance efficiency.Finally,according to the current situation of party building leading rural grassroots governance,the path of party building leading rural grassroots governance in the context of rural revitalization is explored from five aspects: political leading,ideological leading,organizational leading,service leading and institutional leading.Namely: highlighting and strengthening the political function to firmly lead the direction of party building;carrying out spiritual cultivation to promote the deep integration of party building and governance;strengthening the construction of rural grassroots organizations to stimulate the participation of multiple forces;coordinating and integrating resources to improve the ability and level of service supply;improving institutional mechanisms to promote the transformation and enhancement of governance efficiency.
