| Since the Eighteenth National Congress,socialist consultative democracy has accelerated its development,and the importance of grass-roots government consultation has become increasingly prominent: in the context of the realization of scientific and democratic government decision-making,grass-roots government consultation is an important way for grass-roots governments to communicate with the people.The work of the grass-roots government in solving public problems and making major administrative decisions is closely related to the interests of the people,so it is necessary to cooperate with the people to complete it,which requires consultation through the grass-roots government.The essence of deliberative democracy is procedural democracy,and deliberative procedures are the core content of the grass-roots government consultation system.Grassroots government consultation as an institutional arrangement requires procedures to ensure the implementation of the system.The construction of the socialist consultative democracy system is inseparable from the improvement of the grass-roots government consultation system,and the establishment and improvement of the grassroots government consultation system requires strengthening its procedural construction.Therefore,studying the consultation procedures of grass-roots governments,discovering procedural problems and exploring the causes,and then proposing countermeasures and suggestions for strengthening the construction of grass-roots government consultation procedures is not only conducive to realizing scientific and democratic government decision-making,maintaining the true and effective participation of grass-roots people,but also helping to solve grass-roots governance problems,ensuring the harmonious and stable operation of society,and promoting the construction of China’s socialist consultative democracy system.This paper uses the grounded theory research method,taking 55 typical cases of grassroots government consultation as research samples,and carries out an empirical analysis of the initial results and problems in the current construction of grassroots government consultation procedures in China.Nvivo12.0 Plus was used for coding analysis of 55 case texts.The research finds that a perfect grass-roots government consultation procedure system includes four procedures: representative selection procedure,topic setting procedure,consultation activity flow and result application procedure,and the grass-roots government consultation has achieved preliminary results in these four procedures.However,on the whole,there are some problems in the procedure construction of grass-roots government consultation,such as the lack of procedure,the defect of procedure,the lag of procedure design,the weak implementation of procedure and the lack of procedure connection with other democratic consultation channels.Then,in view of the existing program problems,in-depth analysis of the causes of the program problems: has not really established the program consciousness;The program design is not scientific and reasonable;The restriction of our country mechanism system;Lack of supervision of consultation procedure and lack of theoretical guidance of procedure.Targeted in the end,this article puts forward to strengthen the construction of grass-roots government consultation process countermeasures: establishing procedure consciousness,innovating the mechanism of the government system,design and improve the government program scheme of consultative democracy,strengthening program to carry out the security mechanism and realize the basic-level government consultations and other forms of democratic consultation in a program on the theory of cohesion and improve the negotiation process. |
