Study On The Biweekly Consultation Session Of The National Committee Of The Chinese People' Political Consultative Conference

The biweekly consultation session of the National Committee of the Chinese people's political Consultative Conference(CPPCC)is an important institutional arrangement established to strengthen socialist consultative democracy by the Central Committee of Communist Party of China(CPC)and the 12 th CPPCC National Committee which focuses on the overall goal of deepening the reform comprehensively through perfecting the system of CPPCC after the 18 CPC National Congress marked the entry of socialism with Chinese characteristics into a new era.From 2013 to the eve of 19 th CPC National Congress,the biweekly consultation session of the National Committee of the CPPCC was held 74 times and centred around the bottleneck problems that have emerged in the process of comprehensively deepening the reform and around the issues concerning the most concerned,direct and urgent interests of the people,and provided numerous valuable suggestions for the Central Committee of the CPC and the various decision-making institutions,which has a distinct era pertinence,great significance and is worthy of study.In this paper,dialectical analysis method,historical analysis method and comparative analysis method are used synthetically.Taking the connotation,current situation and further development of the biweekly consultation session of the National Committee of the CPPCC as the main ideological thread,the paper has systematically studied these sessions,making clear their theoretical basis,operational mechanisms,shortcomings.And on this basis,the paper puts forward the way to realize the further development and perfection of the biweekly consultation session of the National Committee of the CPPCC so as to provide feasible suggestions for the improvement and development of the Biweekly consultation session of the CPPCC National Committee after the 19 th CPC National Congress.This article can be seen as followed:The first part: Introduction.This part mainly introduces the basis and significance of this paper,summary of the current research situation,research ideas and methods,research framework and innovation and so on.The second part: the connotation and the theoretical origins of the biweekly consultation session of the CPPCC National Committee.This part firstly carries on the basic research,clarifies the meaning and basic characteristics of the biweekly consultation forum,then explains the historical evolution of the biweekly consultation session,and on the basis,summarizes the theoretical origins of the biweekly consultation session systematically.The third part: the operational mechanism and the shortcomings of the biweekly consultation session of the National Committee of the CPPCC.This part firstly analyzes the operational mechanism of biweekly consultation session,so we can fully understand and grasp how the session works.Secondly,the paper explains the shortcomings of the session cautiously so that the practical benefit and political influence of the biweekly consultation session can be grasped and understood more concretely,providing the paths of further improvement and development for the biweekly consultation session.The fourth part: the paths of improvement of the biweekly consultation session of the National Committee of the CPPCC.This part bases on the possible problems caused by the lack of the biweekly consultation session with the development of the times,and puts forward the corresponding countermeasures and necessary improvement measures.In this paper,,meaning and the theoretical basis,operational mechanism and shortcomings,and development path of the biweekly consultation session are comprehensively studied and discussed,and some innovations are made in the theoretical point of view.First,the theoretical basis of biweekly consultation session are summarized for the first time in the field of theoretical research.Second,it is proposed that the biweekly consultation session is the political arrangement of the consultation system within the CPPCC system,where the CPPCC provided valuable political platform and talent advantages for the biweekly consultation session,in return,that improved the CPPCC consultation layout,promoted the frequency and institutionalization of consultation,and activated the vigour of the CPPCC.Third,the paper discussed the deficiencies of biweekly consultation session cautiously,and put forward the corresponding perfecting paths,which provided possible suggestions for the development of biweekly consultation session.
