Research On The Construction Of Political Inspection System From The Perspective Of Mechanism Design Theory

Since the Eighteenth National Congress of the Communist Party of China,as the comprehensive and strict management of the party has been continuously advanced in depth and depth,the party Central Committee has,in accordance with the actual situation of the inspection work,promptly taken the scientific pulse of the inspection work in the new era,innovatively put forward the important thesis that "inspection is political inspection",and emphasized that inspection is to give prominence to the party’s leadership at a political height,grasp party building in political requirements,and focus on comprehensively and strictly administering the party in terms of political positioning."Political" has become the primary attribute of inspection and supervision.As an innovative achievement in the theory,system and practice of inspection work,political inspection has made the positioning of inspection more accurate,the goals and tasks clearer,and the role of the sword more significant.As a theoretical tool and general analytical framework for understanding institutional design,mechanism design theory mainly studies whether a set of mechanisms(systems or rules)can be designed to achieve the established goals of the organization under the conditions of free choice,voluntary exchange,incomplete information and decentralized decision-making.Judging from the current practice of political inspection,under the trend of rapid advancement and overall improvement,the inspection work is limited by the reality that the exploration time is still short and the accumulation of effective experience is insufficient,and there are the following problems: insufficient access to information under the limitation of identity,the existence of interests between agents and clients,and the weakening of system implementation affecting the prestige of political inspection.Based on the theoretical perspective of mechanism design,this is mainly because the application or attention to the application or importance of information efficiency,incentive compatibility and implementation principles and laws is ignored in the inspection process.Therefore,under the guidance of mechanism design theory,based on the principle of information efficiency,this paper proposes to establish and improve the information sharing platform,protect the public’s right to know and improve the all-round protection system for whistleblowers,innovate political inspection methods and methods to improve the efficiency of information acquisition,and strengthen the construction of political inspection teams to improve information acquisition capabilities;based on the principle of incentive compatibility,it is proposed to improve the assessment system for the main responsibility of political inspections,comprehensively use diversified incentive methods,and improve accountability mechanisms;based on the principle of implementation,it is proposed to improve the linkage mechanism between the upper and lower levels of inspection and inspection,grasp the dialectical and unified relationship between political inspection and professional inspection,and strengthen the transformation mechanism of political inspection results,with a view to improving and perfecting the design of the political inspection mechanism,improving the efficiency of political inspection operation,and effectively giving play to the institutional deterrent and governance effectiveness that political inspection should have.
