Research On Inspection System Of Municipal And County Party Committee Based On Holistic Governance Perspective

Inspection of Municipal and County Party Committee is an important method and effective measure of Intra-Party Supervision.It is a long-term strategic institutional arrangement for internal supervision of the CPC.The purpose is to uphold,consolidate,and maintain the leadership of the Party.It is also an objective need to strengthen the power of supervision at the grassroots level.The implementation of the CPC’s leadership is embodied in all aspects,levels,and fields,such as ruling the party,ruling the country,ruling the army,reforming,developing and stabilizing.It determines that the internal supervision of the CPC must also follow up in all aspects,all levels,and all fields.Only relying on Central and Provincial Inspection is prone to insufficient supervision at the grassroots level.Inspection of Municipal and County Party Committee have also emerged as the times require,effectively complementing the shortcomings of Central and Provincial Inspection in grassroots supervision.As the "last mile" of Central and Provincial Inspection,Inspection of Municipal and County Party Committee are directly related to supervising and urging grassroots party organizations and party members and leading cadres to ensuring "two upholds",and whether they can improve grassroots governance capabilities and effectiveness.From the perspective of holistic governance theory,this article discusses how to improve the mechanism and countermeasures of the Inspection of Municipal and County Party Committee,so as to put forward suggestions to improve the quality and efficiency of the Inspection of Municipal and County Party Committee.In recent years,Inspection of Municipal and County Party Committee have insisted on "where the party organization is built,the inspections will follow up",and the Sharp Sword of Inspection has been inserted directly into the grassroots level,which has produced a powerful deterrent effect and a good social effect,and has gradually attracted widespread attention from the whole society.However,due to the fact that Inspection of Municipal and County Party Committee is still at the stage of exploratory development,there are still problems such as imperfect upper and lower linkage working mechanism,insufficient integration with other forms of supervision,insufficient supervision effectiveness,and insufficient use of supervision results,there is still a certain gap from high-quality development.This article makes comprehensive use of literature research method,case analysis method,interview method to conduct research on Inspection of Municipal and County Party Committee.First of all,this article studies the domestic and foreign related literature on Central and Provincial Inspection,Inspection of Municipal and County Party Committee,ombudsman system and holistic governance theory,In-depth understanding of the current research status of the Inspection of Municipal and County Party Committee and clarify the content and methods of the study.Secondly,this article defines the concept of the Inspection of Municipal and County Party Committee,and then systematically sort out the current practical development and significance.Furthermore,based on the study of holistic governance theory,this paper analyzes the hierarchical,cross-departmental,and cross-regional issues that exist in the Inspection of Municipal and County Party Committee,and clarified the necessity and feasibility of holistic governance.Then,this article conducts investigation and research in conjunction with the inspection work of× county in Fujian,and through interviews to understand the effectiveness and deficiencies of current grassroots inspection.Finally,this article proposes the mechanism and countermeasures to improve the Inspection of Municipal and County Party Committee,mainly include the formation of a vertical joint supervision pattern of city and county inspections,facilitate a horizontal linkage supervision system based on departmental collaboration,strengthen standardized construction,promote comprehensive governance based on inspection results.Inspection of Municipal and County Party Committee is a new thing born out of Central and Provincial Inspection.Research on it not only has theoretical value,but also has practical guiding significance.Previously,few people studied the in-depth development of the Inspection of Municipal and County Party Committee from the perspective of holistic governance theory,not to mention going to the grassroots to conduct understanding and interviews,This is also the innovation of this article.This article puts the Inspection of Municipal and County Party Committee under the perspective of holistic governance,in response to the difficulties and problems currently facing,and put forward several countermeasures and suggestions for optimizing the inspection mechanism.This article is a supplementary expansion of related research in academia,aiming to throw out a brick to attract a jade,and Provide certain decision-making reference for the Municipal and County Party Committee to carry out supervision.
