| Since the 18th party congress,the party’s central committee has closely followed the "three-year",issue and made rural problem solving an important issue in the work of the party as a whole."Hollow village" is a phenomenon of rural decay,which reflects the antagonistic division between urban and rural areas,affecting the urbanization process and the realization of rural revitalization.Eastern coastal region is China’s industrialization and urbanization level development area,in a transitional phase of rapid development,but at the same time,it is difficult to break the duality between urban and rural areas,gaps between the mathematiciehs and rural geologists is gradually widening and the nt2 meteorologized "whole empty ones are still.This article examines the problem of "empty villages" through document collection and analysis,field investigations and case studies.During the course of the research,governance theory,sustainable development theory,the theory of optimal allocation of terrestrial resources and the theory of public participation were used to support the drafting of the paper.The distribution characteristics and existing governance measures of the "hollow villages" in the eastern coastal areas of China are analyzed to clarify the existing governance measures of the "hollow villages",using the port area of qinhuangdao as an example,he analyses the current situation of the governance of "empty villages" in economic,land and demographic terms.By analyzing the governance cases of the "hollow villages" in the sample areas,it is found that the governance of the "hollow villages" in the eastern coastal areas of China mainly has such problems as backward economic development,high idle rate of land and serious population loss.The main causes of these problems are;Planning the villages of the gal;The land system is incomplete;The village collective management ability is insufficient."Hollow village" governance in eastern coastal areas in China are faced with the problem and its causes of the problem,based on the theory of integrated urban and rural development,it proposes counter-measures and proposals for the governance of "empty villages",i.e.in the context of integrated urban and rural development,should actively introduce advanced production elements of the city,promoting urban and rural industry depth fusion,enhance the economic income of the collective;Establish a talent incentive mechanism and promote staff exchanges between urban and rural areas;Establish rural governance institutions and mechanisms,strengthen grassroots organizations in rural areas and encourage citizen participation in rural governance.Actively pursuing land reform in rural areas,strictly implement and implement village plans,and put idle house sites to good use.Based on the analysis of the current situation,problems and causes of "empty heart village" management in China’s eastern coastal region,the innovation points of this paper are as follows,and from the perspective of urban-rural integration development,it is proposed to solve the governance dilemma of "hollow villages"in the eastern coastal areas by means of resource complementarity between urban and rural areas;Rebuild the core function of"empty heart village" in the eastern coastal area,that is,the economic function changes from the primary industry to the tertiary industry,and the living function changes from the single living space of farmers to the leisure dwelling space of certain class of citizens,so as to further strengthen the ecological function and cultural function.Using the urban and rural land trading mechanism as a platform,the value of idle homestead in the"hollow villages" in the eastern coastal areas should be enhanced.The aforementioned innovative initiatives,adapted to integrated urban and rural development,will help improve the level of management of "trough villages" in the coastal regions of eastern China.In the context of the integrated development of hollow villages exploring management routes,the city and countryside in China’s eastern coastal region are not only useful in revitalizing rural areas,but are also essential for improving rural management systems and improving rural management capabilities. |
