A Study On The Embeddedness Of The Chinese Cultural Centers In The New Era’s Participation In Community-level Social Governance

Building Chinese cultural centers in the new era is a major deployment made by the Party Central Committee with Comrade Xi Jinping at its core to strengthen community-level ideological and political work and consolidate the Party’s ruling base.The "Guidance on the Pilot Work of Building Chinese Cultural Centers in the New Era" adopted at the third meeting of the Central Committee for Comprehensively Deepening Reform on July 6,2018,points out that building Chinese cultural centers in the new era is a way to promote community-level social governance and It is an important carrier for the in-depth propagation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.It is the starting point of this study to explore how the Chinese cultural centers in the new era can better participate in community-level social governance and provide a new perspective for promoting the modernization of community-level governance system and governance capacity by starting from the new situations and new problems that appear in current practice.With the accelerated urbanization process in China,the community-level society has undergone diversified changes and hidden problems in the public sphere have gradually surfaced.Faced with the drastic changes in community-level social governance model,it is difficult to overcome the cumbersome and complicated governance dilemma by traditional management mode alone.Therefore,giving full play to the functional characteristics of Chinese cultural centers in the new era and building a new model of embedded governance of civilization practice have become the way to solve the problem of community-level social governance.The expansion of the participation of Chinese cultural centers in the new era in community-level social governance from the theoretical level to the practical level is a natural requirement and a real choice to enhance the integrity,synergy and precision of governance ability.However,there are still obvious de-embedding phenomena and problems between civilization practice and grassroots social governance,such as suspension of the authoritative subject of civilization practice,deviation of value perception,stripping of humanistic emotion,cracking of governance structure and disconnection of social relationship.Guided by the spirit of the 19 th CPC National Congress,the 3rd,4th,5th and 6th Plenary Sessions of the 19 th CPC Central Committee,this paper focuses on the key words mentioned by General Secretary Xi Jinping in his important speech at the congress celebrating the 100 th anniversary of the founding of the Communist Party of China,such as "the history of human civilization development" and "the new form of human civilization".The analysis model and framework of "multi-dimensional embedding" is built along the logical line of "why embedding→what are the bottlenecks of embedding→what is the practice of embedding→how to effectively embed",and the political,cognitive,cultural,structural and relational perspectives of the embedding theory system are applied to explain the process of participation of Chinese cultural centers in the new era in community-level social governance.Using literature analysis,case study,field investigation and other research methods,we systematically elaborate the "De-embedding—Re-embedding" of the Chinese cultural centers in the new era in participating in community-level social governance,and take Yingshang County of Anhui Province as a case study to explore the practical experience of "civilization practice + grassroots social governance".On the basis of this,the important revelation of the participation of Chinese cultural centers in the new era in grassroots social governance is condensed.Finally,from the perspective of "five embedding",the corresponding countermeasures are proposed,and the five-dimensional embedding of insisting on the leadership of party building,advocating moral governance and edification,improving cultural governance ability,improving the pattern of multi-governance and rebuilding the function of volunteer service is the path choice for the Chinese cultural centers in the new era to deeply participate in community-level social governance.
