Research On The Participation Of Social Organizations In Urban Community Governance From The Perspective Of Embedding

With the continuous improvement of China’s economic level and the continuous innovation of government functions,the concept of social management system is deeply rooted in the people.In the current community governance environment,social organizations make use of their own unique advantages to make up for the shortcomings of the government in community governance and meet the growing needs of people.During the 14 th Five-year Plan period,there were more specific requirements for social governance.As an important area of public affairs governance,urban community governance is an important way for the government and other organizations to cooperate to promote national grass-roots governance.Urban community governance is the process in which government organizations and other organizations achieve the public goals of the community by establishing cooperative relationships to govern the public affairs of the community in a cooperative way.Social organization of the approach,make the community governance,work,sharing the new pattern,it makes up for the lack of the government in the community governance,build multiple platform to improve service for community residents,fully activate the enthusiasm of the participants,also guarantee the multiple subject to participate in community governance,achieve effective community governance situation.Nanning as city social governance modernization pilot city is located in the western development region,in the effective exploration of the participants in community governance role also need to strengthen,so it is particularly important to cultivate and develop social organizations,the government as the guide of social governance and promoters play an irreplaceable role.It clarifies the concept of social organization and urban community governance and expounds the collaborative governance theory and embedding theory in detail.The policies,funds,resources and effects of community social organizations ’participation in community governance in Nanning city include the general situation,main practices and achievements of community social organizations’ participation in community governance.Taking social organizations in Nanning as the research object and starting from the embedding difficulties of social organizations,this paper analyzes the social trust degree and other factors in the process of participating in governance.From the perspective of embedding,the embedded subjects,objects and process analyze some problems and causes of Nanning social organizations participating in the urban community governance.The main problems are such as immature development of social organizations,insufficient synergy between social organizations and other governance subjects,and inadequate institutional guarantee in the embedding process.By sorting out the advanced practices of social domestic and foreign social organizations participating in community governance,it provides a new perspective and reference for social organizations to participate in urban community governance,and establishes a behavioral framework of social organizations embedded in community governance.Combined with the theory of collaborative governance,three countermeasures and suggestions are put forward: one is to improve the government system embedding and promote diversified collaborative governance;the second is to innovate social relations and realize resource integration;the third is to improve the embedding of the guarantee system and optimize the community governance ecology.
