Research On The Evaluation And Optimization Of Human Settlement Satisfaction In H County Of Sichuan Province Under The Background Of Rural Revitalization

The implementation of rural revitalization strategy,improvement of rural living environment,and shaping a beautiful new countryside with pleasant ecology are the major plans put forward by the Party at the 19 th National Congress,which is the general grasp of the work of the three rural areas in the new era.In the 20 th Party Congress in 2022,the construction of rural habitat environment is mentioned again,which shows that coordinating the layout of rural infrastructure and public services and building a livable,workable and beautiful countryside is not only a long-term and consistent strategic requirement of the country,but also a crucial part in the process of comprehensively promoting rural revitalization.In the context of rural revitalization strategy,this paper selects nine administrative villages in County H of Sichuan Province as the research objects and conducts field research,constructs the evaluation index system of rural habitat environment in County H based on the existing literature and field conditions,adopts the fuzzy comprehensive evaluation model,and evaluates the satisfaction of six aspects of rural habitat environment in County H: socio-economic,ecological environment,living environment,infrastructure,public services,and social and humanities.We analyzed the problems of H County’s habitat environment by using the findings of satisfaction evaluation,questionnaire survey data and interview minutes of villagers,and proposed a long-term optimization path.The results of the survey and data analysis show that:(1)the satisfaction evaluation of rural residents in County H on the system level of the habitat environment is between "satisfied" and "average",and according to the principle of maximum affiliation,it is more inclined to "satisfied(2)In the system level,the satisfaction rating of rural residents in County H is between "satisfied" and"average".(2)In terms of system level,rural residents in County H are satisfied with the six system levels in the order of social and humanistic > ecological environment > living environment > infrastructure > public services > social economy,and the three system levels of infrastructure,public services and social economy are less satisfied and have more room for improvement in the future.(3)In terms of the indicator layer,rural residents in County H are more satisfied with the three indicators of community security,air quality and environmental health,while they are less satisfied with the four indicators of education services,public health services,average annual expenditure and public lighting.In response to the results of the analysis,this paper combines policies such as the Five-Year Action Plan for Rural Habitat Improvement and Enhancement(2021-2025)to propose a long-term optimization path that includes measures to clarify the government’s leading position,strengthen collaborative governance,broaden funding channels,strengthen infrastructure construction,expand rural economic benefits,and protect the rights and interests of residents,starting from the three main bodies: rural residents,the government,and social capital.
