Strategies For Improving The Management Efficiency Of Tianjin Rural Library From The Perspective Of Rural Cultural Revitalization

The 19th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization for the first time,which injected new momentum into the realization of rural cultural revitalization.The Fifth Plenary Session of the 19 th CPC Central Committee takes the overall promotion of Rural Revitalization as the development goal,which provides an important guidance for us to promote the development of rural culture.As a basic policy oriented cultural benefit project,rural library is an important part of rural cultural revitalization in China.It plays an indispensable role in promoting rural spiritual civilization construction,enhancing farmers’ cultural confidence,protecting farmers’ basic cultural rights and promoting rural cultural revitalization.In recent years,Tianjin has invested a certain amount of financial resources in the management of rural library,and accumulated some experience,but its management still faces some problems.Therefore,how to maximize the role of rural library,effectively promote the management of Rural Library in Tianjin,solve the shortcomings of its management efficiency,and ensure the sustainable and healthy development of rural library has become an urgent problem.Firstly,based on the evaluation index system of cultural service efficiency and rural public cultural service accessibility,this paper constructs the management efficiency evaluation index system of Rural Library in Tianjin.Secondly,questionnaire survey and in-depth interview are used to carry out field investigation.The objective weight calculated by factor analysis is combined with the subjective weight calculated by AHP,and the comprehensive weight of each index is determined by combination weighting method.On the one hand,the fuzzy comprehensive evaluation is used to evaluate the management efficiency of the rural library horizontally,and the fuzzy comprehensive calculation is used to calculate the management efficiency of the rural library,and the overall level of the management efficiency of the rural library in Tianjin is obtained,and the results of the horizontal comprehensive evaluation are analyzed;On the other hand,based on the grey correlation method,this paper sorts the management efficiency of 10 Book houses and makes cluster analysis,analyzes the differences in the management efficiency of the sample book houses and summarizes the existing problems.Through the comprehensive evaluation,it is found that the implementation of the system is not in place,the publicity is not in place,the "weak participation" is serious,the quality of management personnel needs to be improved,the supply side "suspension" and the digital construction lags behind.Finally,in view of the existing problems,it is suggested to improve the management efficiency from the long-term mechanism of system construction,improving the phenomenon of "weak participation",improving the professional level of management team,using digital empowerment and reshaping the rural cultural ecosystem.
