With the continuous development of the Internet,cyber security has become an extremely important issue.Before the Biden administration came to power,the US cyber security policy experienced the continuous development and maturity of the four administrations of Clinton,Bush,Obama and Trump.After the Biden administration came to power,on the one hand,it continued to follow the historical path of the US government’s cyber security policy to carry out policy practice;on the other hand,in the face of the complex global cyber security situation,compared with the previous administration,the Biden administration’s cyber security policy has also undergone new changes.Especially in the face of the reality of China’s growing cyber power,the Biden administration believes that China has threatened the cyber security of the United States.Therefore,the Biden administration has implemented numerous cyber security sabotage and sanctions against China,and compared with the simple and crude sanctions under the Trump administration,the Biden administration has also made many changes on the basis of its inheritance.It regards China as the "primary adversary" and ostensibly eases the conflicts between the two sides,but in fact,the degree of its sanctions has not weakened.On the contrary,because of its richer means,conflicts and confrontations between the two sides have increased.The Biden administration’s current cyber security policy toward China has a great impact on the development of the overall relationship between the two sides and the stability of the global cyber order.Today,when global cyber security issues are becoming more and more prominent,the two countries need to change the current situation where conflicts and confrontations dominate and find new paths for cyber security cooperation. |
