A Study On The Rule Of Law Of Basic-Levelsocial Governance In Tibet From The Perspective Of Border Security

The specific working principles of the "rule of law in Tibet" theory make the direction of Tibetan governance clearer,providing scholars with a grasp of the current problems in Tibet,analyzing the underlying reasons,proposing countermeasures and suggestions,promoting the stability and development of Tibet,and providing a standard direction for the practice of China’s rule of law theory in border ethnic minority areas.To implement the overall national security concept,improve the national security system,enhance the ability to maintain national security,improve the level of public security governance,improve the social governance system,and safeguard the new development pattern with a new security pattern.The study of the security goals and legal path of grassroots social governance in Tibet aligns with the core of the Party’s ethnic theory,the academic forefront of border governance,the overall national security concept,the awareness of the Chinese national community,and the socialist legal path.After investigating S Town on the border between China and India,we found that its governance effectiveness in territorial security,publicity and education,ideological practices,border people’s lives,ecological protection,and other aspects,as well as its problems and causes in administrative management,judicial system,border people’s lives,and natural environment issues.In terms of geographical location,border towns are generally located far away from political,economic,and cultural development centers,and in remote and backward areas.However,they often bear part of the responsibility of maintaining national border security and territorial sovereignty integrity.From the national level,we will give priority to the development of agriculture and rural areas,adhere to the integration of urban and rural development,and smooth the flow of urban and rural factors.The development and progress of a country must not leave one nation,one region,or one person behind.We will solidly promote the revitalization of rural industries,talents,culture,ecology,and organizations.Unlike economic development areas,border towns and townships are underdeveloped in all aspects.In order for border towns to develop rapidly and orderly,they need a good development environment for border security,and they cannot take the path of development before governance.They should,based on their actual economic development needs,improve the construction of public facilities,improve the level of public services,develop the economy,improve the living standards of residents,strengthen communication with resident officers and soldiers,jointly safeguard the sacred land,consolidate the peace of the border,jointly build a "joint defense team",and jointly safeguard the peace of the border,Strengthen military and civilian unity and national cohesion,and increase the sense of identity and happiness of the people in border towns and townships.In this process,all administrative departments and their staff should gradually improve the rule of law governance system and the rule of law governance capacity,guide the people to rule of law,raise the people’s awareness of rule of law,and gradually realize the rule of law governance system and governance capacity of the border through means such as rule of law publicity,art performances,interpretation of actual cases,education and publicity.Finally,the development,security and stability of border towns will be realized.
