Research On The Security Governance Capacity Of The Local Government In The Northwest Border Area

It is difficult for modern nation-states to avoid frontier security issues.The northwest frontier is an important strategic barrier for China’s national security.Ensuring the development and stability of the region is related to the realization of China’s long-term stability.From the perspective of China’s present political system and government system,the local government of the northwest frontier is the leading force for frontier security governance.Meanwhile,it is also the promoter,maintainer and executor of northwest frontier security.The governance ability of the local government profoundly affects the effectiveness of security governance for the local government of the northwest frontier.Due to the complex security situation in northwest frontier,the local government is restricted by many factors in the process of governance.The factors include special ethnic religious beliefs,the disadvantages of the ecological environment,the lag in the development of information technology and the spread of cults.In the process of governance,the local government has shown deficiencies in building internal organization,launching social organization and managing people of all ethnic groups.For the maintenance and governance of the northwestern frontier security,the construction of our local government capacity is the key of protecting the security of the northwestern frontier.Effectively solving the problems that include strengthening government cadre team’s work style that needs to be strengthened,the relatively simple governance structure and the relatively insufficient early warning and prevention mechanism of the public crisis governance system is the main mission and basic direction for maintaining and consolidating the political security of our frontier.This article discusses the theoretical basis of the security governance capacity building of the local government in the northwest frontier,distinguishes the security of the northwest frontier from other regional security,governance capabilities and security governance capabilities,explores the security threats of the northwest frontier and summarizes the emergence of local governments in response to security threat governance problem.Furthermore,this paper analyzes the causes of the problems and then puts forward suggestions for solving the above problems.
