Research On The Problem Of Collaborative Governance Of Border Security

In his nineteen major reports,Xi Jinping pointed out: we should speed up border development,ensure border consolidation and border security.Border security is a common concern of national security and border governance,but in reality,it is more in the form of non-traditional security,more complicated and changeable.In this case,a single government subject and a simple way of cooperation can not properly solve the border security problem.As an innovation of social governance paradigm,collaborative governance emphasizes that the state and social subjects can achieve Consensus,unity and cooperation,shared responsibility and shared interests have become beneficial attempts and practical models of border security cooperative governance.Therefore,this paper focuses on the core question of "whether there is a need and possibility for border security cooperative governance,and what problems and obstacles still exist in practice".Based on the first-hand data of the research and the later analysis and demonstration,this paper takes border security as the background and object to investigate the practice and existing problems of collaborative governance.This paper analyzes the experience,problems and solutions obtained in the practice of Sino Vietnam H-section border security cooperative governance through the investigation and research of Sino Vietnam H-section border security cooperative governance,which can effectively promote the improvement and development of border security cooperative governance.First of all,this paper analyzes the background of border security issues and the necessity of collaborative governance;secondly,it combs the policy basis and practical practice of the collaborative governance of border security in section h;thirdly,it analyzes the experience of the collaborative governance of border security,and clarifies the remarkable achievements of the collaborative governance of border security in section h;fourthly,it analyzes the problems existing in the collaborative governance of border security in section H.For example,the consensus on border security coordination has not been fully reached,and the border security coordination system is not perfect;fifthly,in view of the existing problems,it is necessary to further clarify and build the subject and object,coordination mechanism,and coordination guarantee facilities of border security coordination,so as to improve the overall efficiency of collaborative governance and further maintain border security and order.
