Research On The Multi-collaboration Of Social Governance In Development Zones Based On SFIC Mode

As an important platform for local industrial development and a part of a city,the problems and weakness of development zones in social governance have become important factors restricting its high-quality development,it is increasingly concerned by the government and academia.Currently,under the background of the social governance pattern of co-construction,shared benefits and co-governance,the multi-collaborative governance mode has become the general consensus of the academic circle and also the inevitable choice to promote the social governance of a development zone.Based on polycentric governance theory and collaborative governance theory and by introducing SFIC model as a theoretical framework,this paper adopts questionnaire,interviews,field research and other methods to carry out intensive study of M High-tech Zone in its current multi-collaborative social governance from five dimensions including starting conditions,facilitative leadership,institutional design,collaborative process and outcomes.The paper is composed of six chapters.The first chapter mainly introduces the purpose and significance of the study,its status quo at home and abroad,its train of thought as well as innovation points and shortcomings;the second chapter mainly interprets the relevant concepts and theoretical basis of collaborative social governance in the development zone;the third chapter mainly expounds the status quo of multi-collaborative social governance in M High-tech Zone;the fourth chapter mainly explains the design of investigation scheme and analyzes the preliminary results;the fifth chapter is the preliminary analysis and field investigation based on questionnaire and interview results,and discusses the difficulties faced by M High-tech Zone and the reasons in multi-collaborative social governance;the sixth chapter put forwards some countermeasures and suggestions against multi-collaborative governance in M High-tech Zone.The study finds that there are four main problems in multi-coordination governance of M Hi-tech Zone:(1)The collaborative consciousness and ability of the participants are insufficient;(2)The leading role of the Party and government is not fully played;(3)social participation is insufficient in system formulation,and the authority-responsibility relationship in governance is unclear;(4)The multiple subjects are lack of trust and the collaborative process is "formalized".By deeply analyzing from the four aspects of concept,system,mechanism and guarantee,this paper finds that the reasons of the difficulties faced by the development zone inculde: the economic development orientation hinders the transformation of collaborative concept,the unsmooth system affects playing the role of catalytic leadership,the collaborative governance process lacks mechanism support,and the insufficient resource investment restricts the development of the subjects.Therefore,the paper points out that development zones need to improve the coordination conditions and enhance the coordination awareness and ability of multi-collaborative,deepen the system reform and give full play to the leading role of the government,optimize the collaborative relationship and clarify the responsibility boundary of subjects,improve the coordination mechanism and pool the joint forces of multi-collaborative governance,strengthen outcome evaluation and improve the efficiency of multi-collaborative governance,thus providing a path reference for M High-tech Zone and the same type of development zones in multi-collaborative of social governance.
