Research On The Governance Of Tibet Border Areas From The Perspective Of Five Development Concepts

Although the border area is far from the edge of the country,it occupies a unique geographical location.It is not only the country’s security barrier,but also the frontier of opening up.It has always been the focus of national attention.In many plans,the Tibet Autonomous Region also proposed to further promote the action of enriching the people and strengthening the border,and strive to promote the high-quality development of the border areas.To promote high-quality development in border areas,it is often linked to the implementation of the five development concepts.The five development concepts can guide and solve development problems,enhance development momentum,and ensure the sustainability of development momentum.Therefore,it can not only serve as an action guide for border governance,guide border governance to develop in a more effective and higher quality direction,but also provide more complete and comprehensive theoretical guidance for border governance.This paper takes Longzi County in Shannan,Tibet as the research object,based on the existing research theoretical results,combined with the data obtained from the field investigation in Longzi County,using the literature research method and the multidisciplinary research method,taking the five development concepts to optimize the border governance as the theoretical basis,to pay attention to the border governance of Longzi County in Tibet,in order to improve the governance capacity of the border areas in Tibet as the fundamental goal.This paper deeply analyzes and discusses the problems and causes of infrastructure construction,public service,characteristic industry development and border protection in the border area of Longzi County,integrates the five development concepts,and puts forward countermeasures and suggestions from five aspects :innovation,coordination,sharing,green and openness.First,innovationdriven,enhance the endogenous power of border governance;the second is to coordinate and consolidate the foundation of border governance;third,inclusive sharing,deepen the awareness of border governance;fourth,green ecology,promote sustainable development of the border;fifth,open symbiosis and promote the internal and external linkage of border governance.On the basis of studying the border governance of Longzi County,this paper summarizes its experience,and constantly practices in order to better play the important guarantee role of the Tibetan border area in the national development and rise,to further promote the long-term development and long-term stability of Tibet,and to contribute to the new chapter of long-term stability and high-quality development of the snowcovered plateau.
