| China is starting a new journey of socialist modernization in the new era in an all-round way.Modern governance,as a proposition of the times,takes on the responsibility of rising and developing the times,and builds the Chinese nation community with the intention of obeying the people.The modernization of the national governance system and governance capacity,as the tension embodiment of the national political,economic and cultural strength,is the driving force source of the government’s transformation and upgrading for modernization.In order to promote the high-quality development of the country and national unity,"the belt and road initiative" is the only way to build a spiritual home by administering ethnic affairs according to law,so as to upgrade the governance system and modernize the ability.Tibet,as an important border minority gathering area in China,has certain particularity and adaptability in its government administrative environment,system and ability.Government governance capacity reflects the basic form and execution of government administration,so the government in border areas has regional characteristics such as border trade,tourism,ecology,military and civilian,religious culture,etc.,which also plays a positive role in the stable development and harmonious governance of ethnic minorities,and it is necessary to be transformed and absorbed by the modernization theory of national governance capacity.Border governance involves the long-term development and long-term stability of the whole Tibet Autonomous Region.Keeping in mind the strategic idea of governing the border and stabilizing Tibet,we should strengthen the party building to lead all regions to correctly handle the "thirteen pairs of relations",thus promoting the stability and unity of the border areas,long-term prosperity of the border areas and rural revitalization.Under the new situation,the government governance in the border areas is in urgent need of development at present,and it is also deeply challenged.In order to get rid of contradictions and solve problems,it is urgent to reform the government system,improve the governance system and enhance the governance capacity.The governance capacity of Jilong county government is equivalent to a small epitome of the governance capacity of the border area government,so this microcosm can not only reflect the superiority and adaptability of the government governance model and method,but also reflect the importance of stable and safe economic development in the border area.It is to improve people’s livelihood,quality and level of life for people in border areas,build a harmonious,stable and civilized society and realize rural revitalization through effective governance.The strength of government’s governance ability is the process and result embodiment of governance ideas,system models,methods and tools.Starting from the level of government governance capacity,this paper takes Jilong county government in Shigatse city,Tibet border area as an example,and analyzes and demonstrates the application and integration of the border district government and governance theory and capacity.Therefore,it is of great significance to strengthen the research on government governance capacity for the coordinated and sustainable development of modernization.According to the research ideas of this paper,the literature research method is mainly used in the research process to sort out and comment on the literature,and based on this,the evaluation index system of government governance capacity is formulated around the five-in-one by drawing on the views of relevant experts and scholars.The index system is constructed according to the requirements of strategic objectives and the unique governance environment and development level of border areas,and then innovatively constructed.Using questionnaire survey and field investigation to evaluate the index system and the governance capacity of Jilong County government,we can find out its shortcomings and find out the reasons.Yaahp software was used to calculate the weight of each index and complete the consistency test.spss software was used to process the data and verify the reliability and validity of the questionnaire.According to the calculation results,it is concluded that its government governance capacity is in the promotion stage,and it has achieved certain results in the governance of politics,ecological environment protection,economic growth and public safety,which reflects the government’s due performance ability and business level.Among them,political governance capacity accounts for the largest proportion.Therefore,it can be seen that the leading power of political governance capacity is very important among the government governance capacity in border areas,and highlighting the stability of border areas is overwhelming.However,from the current development situation,there is a certain gap between the current government governance capacity and the development status and demand of our country,which is mainly manifested in the following aspects: First,the openness of government information needs to be improved;Second,the shortage of high-level talents;Third,the concept of ecological civilization construction is not fully implemented;Fourth,the degree of citizens’ active participation needs to be improved;Fifth,the development power of characteristic industries is insufficient.Finally,some real and reasonable countermeasures and suggestions are put forward to improve the governance capacity of Jilong County government.It not only helps to implement the "three endowments and one benefit",but also promotes the integration of ethnic characteristics into government governance and improves the governance pattern,and can maximize the utilization of ethnic,port,economic and cultural resources in border areas.At the same time,it provides a case for the improvement of government governance capacity and modernization in other border areas,and has a certain experience for reference. |
