Rural Development Planning In Border Areas Under The Background Of Rural Revitalization Strategy

Since the 18 th National Congress of The Communist Party of China(CPC),the CPC Central Committee with Comrade Xi Jinping at its core has put forward the development strategy of "governing the country by governing the border".In 1999,the CPC Central Committee and The State Council made a strategic decision to promote the rapid and stable development of border areas.However,due to the constraints of geographical location,radiation area,ecological red line and other factors,the economic development of border areas is still lagging behind that of inland and coastal areas,and the policy dependence is too strong.With the proposal of the rural revitalization strategy,the rural development in the border areas has received new policy support.For border areas,under the background of rural revitalization strategy,rural planning in the new era combined with the strategy of revitalizing border areas and enriching people has become the top priority of the current border rural development.Planning the border areas in the new era is an important measure to prosper the border areas and enrich the people.Through planning,industries can be scientifically and reasonably planned for the border villages,and the status and role of different industries in the action of revitalizing the border areas and enriching the people can be defined,which is of great significance to promoting the rapid economic and social development of the border areas and improving the living standards of the border people,consolidating the national border security and protecting the national ecological security.Taking Yixiken Township of Tahe County as the research area,this study summarized domestic and foreign researches in related fields,combined with the rural revitalization strategy and the main tasks and key projects of the action to revitalize border areas and enrich people,and analyzed the problems existing in the research objectives through field research.The main research contents and conclusions are as follows:(1)The foundation and advantage of the development of Yixiken Township in Tahe County.First of all,the natural conditions have obvious advantages.The natural scenery along the border of Yixiken Township is unique,especially the Longzhan Island and the original pasture,which have a strong pastoral charm.The unique natural scenery of Yisiken Township makes it have the basic advantage of developing the border characteristic tourism industry.Secondly,the dragon medicine planting industry is beginning to take shape.Yixiken Township is connected with Beijing Huaxing Four Seasons Forest and Grass Industry Development Co.,LTD.They jointly build a10,000-mu Chinese medicinal materials excellent seed breeding base and Guan Fangfeng GACP standardized seed planting base,planning to plant "Guan Fangfeng" area of 10,000 mu.After completion,it will become a national scientific research base for Cold Ground dragon medicine,a provenance base for Chinese medicinal materials in the largest cold area in Northeast Asia,and the largest imitation wild planting base for Guan Fang Feng in China.(2)The problems and shortcomings in the development of Yixiken Township of Tahe County development.Firstly,the village planning is chaotic.There is no relatively complete village planning in Yisiken Township.The living areas,production areas and animal husbandry areas are mixed together.It seriously affects the village beautification environment and villagers’ quality of life.Secondly,the construction of infrastructure is weak.The culture,sports,roads,education and other facilities in Yixiken Township are not perfect.Due to the historical legacy of the problem,most of the houses in the Yixiken Township are civil structures.Moreover,there is a lack of equipped tap water and drainage facilities,and the facilities in the village lack professional management and renovation.The cleanliness of the village needs to be improved.Thirdly.the proportion of forest land is too large,and all of them are ecological red line land.The woodland area of Yisiken Township is too large,accounting for 85.36% of the total area of the township.The forest land belongs to 18 stations Forestry Bureau,which is the ecological red line.So the overall planning of the village is hampered.(3)Combined with the reality of Yixiken Township in Tahe County and the development wishes of the villagers,the macroscopic strategy is studied and analyzed.First of all,we learned from the questionnaire that villagers need to improve the supporting infrastructure of public services and develop the border village tourism industry,and we need to carry out the overall planning of the village and establish village rules and regulations.Secondly,through the analysis and understanding of the reality of Yisiken Township,we should combine the existing rural planning theories.These theories include the Paris Agreement,the 2030 Agenda for Sustainable Development,the theoretical framework of Minimum National Rural Planning Outline(BSCP),the rural Spatial planning and design(VSPD)framework,the industrial integration development theory and the new urbanization development theory.This study proposed that the rural development strategy of the border area should be positioned as an ecologically beautiful rural rural tourism.Thirdly,under the strategic positioning of rural tourism,this study by combining the existing theory of township planning to elaborate the integration strategy of ecological agriculture and rural tourism in the rural development of border areas.It mainly includes: the clear direction of industrial development,the optimization of spatial layout,the improvement of infrastructure and the construction of policy support system.The fourth point is to determine the planning priorities and methods,and to elaborate on the planning methods of industrial structure adjustment,ecological protection and sustainable development,cultural inheritance and innovation,and infrastructure construction.(4)According to the macro strategy obtained from the analysis,the micro planning practice is carried out for the rural area of Yixiken Township.The overall spatial pattern of village was optimized through spatial zoning and use control,and the spatial zoning and control of village were strengthened.The key tasks of village construction include the construction of residential cooperative system,the optimization of ecological security pattern,the improvement of facilities support system and the creation of characteristic cultural landscape.First of all,in terms of space control,planning is needed for homestead,industrial land demand,ecological protection space,permanent basic farmland and construction space control.Secondly,Infrastructure such as roads,infrastructure and public services needs to be planned.Thirdly,rural rural tourism development should be planned.
