Continuing education is an important measure to promote the high-quality development of education.The Ministry of Education stressed the implementation of the government leading and supervising the continuing education of teachers in the new era,and the party’s 20 th Congress of China proposed to run education that satisfies the people to promote the high-quality development of education,so it is necessary to strengthen the necessity of the government to fulfill its duties.The government should continue to intensify its efforts to improve the continuing education of middle school teachers,and attach great importance to improving the quality of the work so as to boost the high-quality development of education in ethnic minority areas.The development of continuing education is the responsibility within the scope of government public administration,including the responsibility of organizational management,capital investment and guarantee.The study in Lhasa middle school teachers ’continuing education government responsibilities as the starting point,on the basis of the government theory,public products,using the questionnaire survey and interview method research present situation found that the current people’s government of Lhasa middle school teachers ’continuing education responsibilities work policy guarantee is not comprehensive,capital investment does not reach the designated position,regulatory information disclosure is not timely,inadequate policy,teachers participate in continuing education is not positive,highlights the middle school teachers’ continuing education work since the urgency of the government responsibility optimization.In view of the above situation,combining the reality of Lhasa from the propaganda and education,management system and work level put forward more forms of policy propaganda,arouse the initiative and enthusiasm of teachers,improve the system construction,improve the rewards and punishment mechanism,sympathetic plan project and teacher training,optimization process management,strengthen supervision school continuing education countermeasures and Suggestions,for the people’s government started and improve quality and promote the development of Lhasa education career high quality to provide feasibility support.
