Education management modernization is the traditional education governance evolution and development in the new educational environment,with the national governance capacity and governance system modernization and governance in modern education field gradually into the view of public policy.Based on the perspective of education management modernization,in the premise of profound theoretical analysis on the mining,the current primary and secondary law problems and the reasons behind,and improve the relevant countermeasures of rich reference from the perspective of education management modernization is given.Based on the above ideas,this paper consists of the following parts:the first part is introduction.It mainly expounds the background of the selected topic,the significance of the research,the literature review,the research methods used in the article,the innovation of the article and the shortcomings.The second part is the definition of relevant concepts and theoretical basis.This paper systematically expounds the concept and connotation of the modernization of educational administration and the management of law in primary and secondary schools.The third part is the status quo of the law school in Wuhan.The basic approach:to enhance the awareness of the rule of law,primary and secondary school teachers and students to perfect the relevant organizational structure,system of rules and regulations,and gradually establish a system to further improve the ability of running the rule of law;the effectiveness of experience is:establish a scientific and reasonable working mechanism,vigorously promote the school construction of regulations,effectively promote the democratic management,the declaration and the establishment of small and medium sized school law school model school.The fourth part is about the problems and reasons of the legal work in Wuhan.The problems are:understanding the connotation and extension of the rule of law governance consciousness and lack of in-depth understanding of the school of law,the concept of a balance system based on certain misunderstandings,inadequate governance according to law school,ability and level of legalization of school management is not high,different regions and the development of the rule of law school.The reasons are as follows:the concept of rule of man is rooted,the rule of law is lack of publicity and education,the construction of educational legal system lags behind,the governance system is not perfect,and the educational resources are not evenly distributed.The fifth part is the principles and countermeasures.Principles are public interest,people-oriented,procedural justice.Countermeasures:the eradication of rule by man's idea and consciousness,cultivating the rule of governance thinking and behavior habits;to increase school popularization and education efforts,enhance the understanding of the role of the rule of law in the school governance in the elementary and middle schools;accelerate the construction of legal system in the field of Education;the construction of scientific and democratic educational management system the allocation of education funds;teachers in different areas and balanced school.
