Research On The Rule Of Law Of Social Governance In Rikaze

The urban society is the product of the change of social structure.Since the reform and opening up,the social structure of Chinese society has undergone significant changes,gradually shifting from "rural China" to "urban China".The urbanization rate increased from 17.92% in 1978 to 60.6% in 2019.The CPC Central Committee reviewed the situation and proposed municipal social governance.With the progress of promoting the construction of a country under the rule of law,General Secretary Xi Jinping stressed the modernization of municipal social governance.In December 2019,a nationwide pilot project to modernize municipal social governance was launched.Rikaze,the second largest city in Tibet Autonomous Region,was selected as one of the first pilot cities.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed for the first time municipal social governance in the Party’s framework document.We need accurately understand and grasp the scientific connotation of municipal social governance,and make clear the combination of city and social governance,which is the implementation of national governance in the scope of the city.Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,to achieve the overall goal of the modernization of China’s system and capacity for governance,municipal social governance is an effort to comprehensively promote the implementation of the Peaceful China initiative.Promoting the legalization of municipal social governance is a necessary process to advance the modernization of municipal social governance.The subject of municipal social governance is the same as that of national governance,involving the leadership of the Party,the organization of the government,the participation of social groups and organizations.By studying and analyzing the current situation of modernization of municipal social governance at home and abroad,this paper first makes a literature review on modernization and legalization of municipal social governance,focuses on municipal social governance from the perspective of legalization,and defines the relevant concepts of municipal social governance,and the modernization of municipal social governance and elaborates rule of law,the rule of law of governance and the rule of law of social governance.Taking Rikaze as the research object,the research investigates the current situation of municipal social governance and employs case study method to make an empirical analysis of Community J,S District,probes into the existing problems of municipal social governance through field research and interview and uncovers the underlying reasons behind.Finally,by learning advanced practices of other cities and combining with the actual situation of Rikaze city,this paper puts forward countermeasures and suggestions to improve the construction of the legal system,the governance structure and strengthen the popularization of law.Although this paper studies the legalization of social governance of Community J in S District of Rikaze as a case study,the measures in the case have universal applicability to social governance in Rikaze,and the legalization measures in this community can also demonstrate the universal utility of the rule of law after being applied into practice,which has both theoretical and practical significance.In particular,as one of the first pilot projects of the modernization of municipal social governance in China,Rikaze is very likely to pass the evaluation and acceptance of Tibet Autonomous Region and the national acceptance,and there will be more academic researches on municipal social governance of Rikaze.The city will have a prosperous and promising future.
