Research On The Dilemma And Countermeasur Es Of Social Organizations Participating In Municipal Social Governance ——Taking Anyuan District Of Pingxiang City As An Example

In recent years,social organisations in China have been flourishing,with the transformation of social governance structure and the rapid growth of social organizations,the state has issued a series of policies such as “innovate social governance system,improve social governance methods,and stimulate the vitality of social organizations” and “develop a social management model for co-construction,management,and sharing,promote the shift of the center of gravity of social governance,realizing the benign interaction between government governance,social regulation and residents’ autonomy”.With the transformation of the social governance structure and the rapid growth of social organisations,the state has introduced a series of relevant guiding policies,such as “innovating the social governance system,improving social governance methods”,and "promoting the shift of the centre of gravity of social governance to the grassroots level".As the main contradiction in society changes to one between people’s growing need for a better life and unbalanced and inadequate development,residents’ demand for public services is gradually becoming more complex,diversified and personalised.The "all-powerful government" in the “strong government,weak society” pattern is no longer all-powerful,and it is difficult for the government to meet the public service needs of the residents.Social organisations,by virtue of their professionalism and talent,can make up for the government’s shortcomings and provide residents with more refined,specialised and timely services.Therefore,to promote the modernisation of social governance in the municipality,it is necessary to improve the system of government purchase of public services,actively promote the participation of social organisations in the supply of public services,and promote the multiplication of the subjects,contents and forms of public service supply,so that social organisations can gradually become an effective carrier to undertake the transfer of government functions and give full play to the unique role of social organisations.In order to understand the actual situation of social organisations’ participation in municipal social governance,this study takes Anyuan District,Pingxiang City,Jiangxi Province as the field research site,and conducts a more comprehensive investigation on the specific practices of social organisations’ participation in municipal social governance in Anyuan District by means of interviews,observations and questionnaires.On the basis of the rich practical data obtained,this study analyses the current situation,dilemmas and causes of the participation of social organisations in municipal social governance by combining theories of polycentric governance,legal groupism and third-party governance.The results of the empirical study show that social organisations in Anyuan District have,in concrete practice,set up a variety of operable platforms,built a governance mechanism for the positive interaction of community residents,fully demonstrated social governance,and fully promoted the work of grassroots social governance to a new level.However,in practice,it is also found that the current social organizations within the jurisdiction of Anyuan District to participate in the municipal social governance there is not a high degree of social recognition,the difficulty of access to funds,the lack of independence in the development of social organizations,the proportion of specialized personnel and other shortcomings.The main reasons for this are: the lack of enthusiasm of citizens to participate in the social governance of the city,the lack of capacity building of social organisations,excessive government intervention,the imperfect mechanism of talent protection,and the inadequacy of relevant laws and regulations.Therefore,in order to solve the practical dilemma of social organizations’ participation in municipal social governance,it is necessary to do the following four things: firstly,update the value concept of social organizations;secondly,focus on social organizations’ capacity building;thirdly,strengthen multi-channel resource support;fourthly,improve the practical path of third-party regulatory and institutional system.
