In 2017,the CPC made the first major decision and plan on implementing the rural revitalization strategy at the 19 th National Congress.In 2022,General Secretary Xi Jinping clearly stated in his report to the 20 th CPC National Congress that "comprehensively promote rural revitalization".At present,it is the key period of comprehensively promoting the rural revitalization strategy,and the township government needs to play the backbone,and the play of this backbone needs a good system and mechanism to provide guarantee,and the formation of this system and mechanism can only be realized by deepening the reform of the township administrative system.Therefore,it is particularly important to study how to deepen the reform of the township administrative management system under the background of rural revitalization.The research idea of this paper is to explore how to carry out the system reform and how to highlight the characteristics of the reform on the basis of the previous study of the township administrative system reform and combined with the current era background of rural revitalization.This paper takes the literature research method and the field research method as the main research methods,Select H Town as the pilot town of economically developed town reform in Sichuan Province as the specific case object for in-depth analysis,Firstly,the measures taken by H Town in functional orientation,institutional reform and staffing under the background of rural revitalization,Through the reform,the administrative implementation capacity of towns,the township convenience service level,the town economic development full of vitality and other initial results;Then analyze the following problems exist in the process of township administrative system reform in H town: system objectives: the functional transformation has not achieved the expected effect;Organizational structure problem: the institutional setup still needs to be further deepened;Performance incentive mechanism problem: the performance appraisal management needs to be further improved;Team construction problem: the ability of township cadres needs to be strengthened,The main causes are the influence of traditional ideas,the rigid organization and personnel system,the lack of discourse power under the pressure system,and the imperfect personnel recruitment assessment and assessment training system.Finally,through the specific analysis of the problems and causes,the following suggestions are put forward for the specific countermeasures of township administrative system reform under the background of rural revitalization : establish the concept of "finite" and transform the government function;optimize the organization setting,improve the operation efficiency;improve the operation efficiency,improve the performance management mechanism;strengthen the personnel construction of the organization,and strengthen the guarantee of the rural revitalization organization.In order to provide some reference for the reform of the administrative management system under the background of rural revitalization,and the problems encountered in the process of reform,and the reform of the township administrative management system in other areas. |
