The new era is the most distinctive feature of contemporary Chinese Society."Comprehensive deepening of reform" is the greatest historical theme of the nature of the new era."Rural Revitalization" is the greatest strategy of the new era."The contradiction between the people's need for a better life and the uneven development of the imbalance" has become a major social contradiction.The CPC Nineteen NPC report suggests that the "three rural" issues,such as rural,agricultural and farmers,have always been the most concerned and most urgent issues for the people.This is the background and realistic basis of all our current work and problem thinking.The township government plays the most basic and basic role in the management system,and it is the most trusted "bridge" and "rely" for the majority of the farmers.It is the most important force of the "Rural Revitalization Strategy",is also a "ballast" to maintain the stability of the grass-roots society.The management system of the township government stipulates the scope of management,the permissions,the specific duties,the position matching,the practical interests,and the relationship between the upper and lower sides.agricultural taxes abolished in January 1,2006,this historic event has become a new starting point of the reform of township government management system.With the development of the strategy of rural revitalization,the reform of the management system of the township-level government in our country must explore and innovate the new management system as soon as possible.It is mainly embodied in "economic regulation,market regulation,social management,public service".This paper first clarifies some stages and main contents of the township government in the process of the evolution of the management system.From the third Plenary Session of the 11 th CPC Central Committee to the end of 1985,the People's Commune System transformed into the System of Township Government.From the beginning of 1986 to the end of 1987,It was mainly to clarify the functions and powers of the township government and the relationship with the village committee.From the beginning of 1988 to the end of 2005,Conforming to the establishment of the socialist market economy system,Taking the transformation of government functions as the guidance,it streamlined the township institutions and personnel as the main content and reformed the management system of township government.Since 2006,China has promoted the reform of the new round of township-level government,including the adjustment of township institutions,the reform of compulsory education in rural areas,and the improvement of the county and township financial system.In 2016,“Four Platforms at township-level governments” were implemented in Zhejiang province.This paper analyzes the severe challenges and many problems in the current management system of the township government,such as the lag of institutional reform,the right of fragmentation,the overgeneralizing of the work function,the lack of the financial supports,and the difficulties in the integration of rural powers and so on.The paper has also further clarified the reform and innovation of the management system of the township government,From the Rule of Man to the Rule of Law,from the Management to the Service,from the Direct to the Indirect,from the Unlimited Government to the Responsible Government.Meanwhile,It is proposed that the reform and innovation of the management system of the township government should strive for the external conditions and the internal mechanism.On the one hand,from the external perspective,practical measures must include merger & expansion of towns or townships,Establishing a township level financial system,Reasonable division of the power between the county-level and township-level governments,Perfecting the accountability mechanism of assessment,etc.On the other hand,from the internal perspective,the measures must include the rationally integrating of internal organization,Setting up an administrative service platform,Strengthening the function of public service,Perfecting the policy of supply and demand balance,Standardizing the financial management of township-level governments,Continuously improving the quality of the cadre team.
