| Since the "13th Five Year Plan",the scale of tourism industry has continued to expand,new forms of business have emerged,and the position of tourism as a strategic pillar industry of the national economy has been consolidated.With the cross-border integration and coordinated diversified development of tourism,China’s rural tourism resources have been gradually developed,and rural tourism is increasingly favored by tourists.During the "13th Five Year Plan" period,rural tourism,as an important means of poverty alleviation,has promoted the precise implementation of rural poverty alleviation through the effective management of the government and ensured the smooth realization of rural poverty alleviation.As a public sector with the government as the core,public management strengthens the government’s governance ability and improves the government’s performance and public quality by integrating various social forces,making full use of political,economic,legal and management methods,which can not be ignored in the realization of rural revitalization.From the perspective of public management,the performance evaluation of rural tourism for rural revitalization has become one of the key issues in the industry.With the government as the platform and the tourism development company established by the Camel Bay Village as the leader,Fuping County’s Camel Bay rural tourism has made great achievements by attracting investment and attracting social capital to jointly develop and operate the Camel Bay rural tourism.This paper takes Luotuowan Village in Fuping County as the research object,based on the perspective of public management,through the understanding of the connotation and extension of rural revitalization and rural tourism,uses the analytic hierarchy process to build the performance evaluation model of Luotuowan Village Tourism Helping Rural Revitalization,obtains relevant evaluation data through questionnaires,and combines the government management performance assessment and rural revitalization implementation standards,The comprehensive evaluation of the performance of Camel Bay rural tourism to help rural revitalization was carried out,and corresponding strategies were proposed for the existing problems.All of these are aimed at achieving the comprehensive completion of Camel Bay rural tourism to help rural revitalization,and further improving the government’s governance ability and management level.This study found that: first,rural tourism is an important guarantee for the realization of rural revitalization.Rural tourism in Luo Tuo Wan Village is not only the need for social development,but also the need for rural revitalization.The performance evaluation of rural tourism to help rural revitalization is not only an important consideration of the management performance of government departments,but also more conducive to achieving the performance appraisal of government functions and the improvement of management capabilities.Second,in the performance evaluation system of Luo Tuo Wan Rural Tourism Helping Rural Revitalization,five criteria layers have been constructed,including economic performance,environmental performance,social performance,organizational performance and talent performance.Each criterion layer is subdivided into 27 indicator layers according to experts’ scores.Third,through performance evaluation analysis,the performance evaluation result of Luo Tuo Wan rural tourism for rural revitalization is 76.13 points,which belongs to Grade C,indicating that the government and other management departments still have some deficiencies in the management of Luo Tuo Wan rural tourism for rural revitalization,which needs to focus on analysis and further enhance the deficiencies.Fourthly,according to the existing problems,the paper puts forward strategies for the revitalization of Luo Tuo Wan villages,including strengthening the reform of the government system and speeding up the implementation of policies and regulations;Improve the policy of talent training and talent introduction;The establishment mechanism of multi subject of community participation;Overall planning to form a long-term development mechanism of rural tourism;Increase the development of cultural and creative products,strengthen the integration of business types,and enhance the popularity of rural brands;Strengthen the upgrading and transformation of infrastructure,and improve the rural environmental performance of resource development and protection.These strategies are more conducive to improving the comprehensive governance and public management capacity of the Luo Tuo Wan government,and helping to achieve the goal of comprehensively revitalizing the countryside through rural tourism in the Luo Tuo Wan. |
