| At the 19 th National Congress of the Communist Party of China,the Rural Revitalization Strategy was put forward,which is not only a major decision and deployment made by the Party Central Committee for the work of "agriculture,rural areas and farmers" in the new period,but also conforms to the yearning of hundreds of millions of farmers for a better life.In September 2018,the CPC Central Committee and the State Council issued the strategic plan for Rural Revitalization(2018-2022),which made plans and arrangements in the fields of rural infrastructure construction,investment of multiple funds and farmers’ production and life.With the deepening and promotion of the Rural Revitalization Strategy,the implementation progress and effectiveness of the Rural Revitalization Strategy in various regions also need to start a certain performance evaluation,so as to make an accurate and efficient judgment on the process and results of the implementation of the Rural Revitalization Strategy in this region.With the implementation of Rural Revitalization Strategy,it is necessary to clarify a set of scientific comprehensive performance evaluation system of Rural Revitalization to calculate the realization degree of Rural Revitalization and carry out evaluation and analysis,which is of great significance to promote the smooth implementation of Rural Revitalization Strategy.At the same time,the provinces and cities of the Yangtze River economic belt are selected as the research object.Considering that the Yangtze River Economic Belt occupies an important position in the regional development strategy,and shoulders a major mission in promoting rural development,improving agricultural efficiency,ensuring food security and increasing farmers’ income,it plays a vital role in the development of Rural Revitalization Strategy.By sorting out the relevant research literature on Rural Revitalization,this paper summarizes the necessity of establishing a performance evaluation system for Rural Revitalization.Based on this,taking 11 provinces(cities)of the Yangtze River economic belt as the research object,based on the index system in the Rural Revitalization strategic planning,based on the actual situation of rural production,life,resources and ecological environment in various provinces and cities of the Yangtze River economic belt,and guided by problems,objectives and results,this paper constructs a comprehensive performance evaluation index system of Rural Revitalization of the Yangtze River economic belt with three-level indicators,five first-level indicators,22 second-level indicators and 30 third-level indicators.Combined with entropy weight method and analytic hierarchy process,this paper analyzes the temporal and spatial changes of Rural Revitalization index of the Yangtze River economic belt from 2010 to 2019,and compares the regional differences in five levels: industrial prosperity,ecological livability,rural civilization,effective governance and affluence.Based on the above research conclusions,in order to better promote the implementation of the Rural Revitalization Strategy and promote the economic development of the Yangtze River economic belt,the countermeasures are put forward as follows: first,accelerate the improvement of the Rural Revitalization and development policies and measures of the Yangtze River economic belt,and establish and improve the financial support for agriculture,financial support for agriculture and incentive policies for rural talents;Second,establish and improve the supporting system for Rural Revitalization and development in the Yangtze River economic belt,improve the mechanism for increasing farmers’ income,improve the system of separation of three land rights and the rural old-age security system;Third,further strengthen the implementation and supervision of Rural Revitalization and development in the Yangtze River economic belt,strengthen the efficient implementation of the strategy,accountability and social supervision,and improve the evaluation system of Rural Revitalization. |
