Research On The Lack And Improvement Of Public Governance In Urban Communities In Underdeveloped Areas

Urban community governance is an important part of grassroots governance,and compared with developed areas,urban communities in less developed areas have more problems in public governance,and governance is more difficult and complex.The contradictions caused by the lack of public governance of urban communities in underdeveloped areas in grassroots governance are prominent,which has brought a lot of troubles to China’s national governance.Improving the level and efficiency of public governance of urban communities in underdeveloped areas can not only enhance residents’ sense of gain,happiness and security,but also help build a socialist harmonious society and promote the modernization of the national governance system and governance capacity.Since the results of public governance are difficult to quantify,in order to study the feasibility,this paper divides the measurement indicators of urban community public governance into three parts: the publicity of community governance subjects,the publicity of community governance objects,and the publicity of community governance methods,and takes the Y community of H city as an example to explore the lack of urban community public governance in underdeveloped areas and its possible improvement path through relevant research.This paper summarizes the current situation of public governance in community Y by combing through relevant documents,participatory observations,and interviews with different subjects in the community,and then encodes the data according to the procedures rooted in theory to find out the shortcomings in the public governance of community Y.After research,from the perspective of the governance subjects of the Y community,whether the conceptual awareness is in place,whether it has sufficient economic support,whether the quality structure is reasonable,whether the division of rights and responsibilities between the subjects is reasonable,and whether they trust each other all affect the enthusiasm of the community governance subjects.From the perspective of community governance objects,the standardization,refinement,precision and timeliness of governance objects have a great impact on the effectiveness of public governance.From the perspective of governance methods,the current imperfection and lack of community rules and regulations,the single culture and education methods,and the current situation of intelligent construction emphasizing hardware and light software all make community governance methods not give full play to their due effectiveness.Based on this,this paper takes improving the quality of life of community residents as the starting point and foothold,and puts forward the following countermeasures and suggestions,in order to effectively solve the governance problems caused by the lack of public governance in urban communities in underdeveloped areas.First,from the perspective of community governance subjects,it is necessary to promote pluralistic coordination and improve the efficiency of community public governance through multiple channels.First of all,it is necessary to urge all subjects to establish correct consciousness and strengthen correct ideological concepts;Secondly,we should attach great importance to the scientific and rational division of rights and responsibilities in the community,promote the equivalence of rights and responsibilities,and clarify the boundaries of rights and responsibilities;In addition,it is necessary to build a long-term mechanism of community trust and promote collaborative governance;Finally,it is necessary to strengthen the economic support of grassroots urban communities,improve the treatment of community workers,and solve operating expenses through multiple channels.Second,from the perspective of community governance objects,it is necessary to further improve public services guided by the public needs of residents.It is not only necessary to promote the standardization of community governance;It is also necessary to strive for excellence and promote the refinement of community governance;At the same time,it is necessary to urgently meet the real needs of residents and improve precise services;It is more necessary to keep up with the development of the times,take the initiative and follow the trend.Third,from the perspective of community governance methods,it is necessary to strengthen diversified governance and continuously innovate community governance methods.First,it is necessary to implement and improve the existing system and improve the institutionalization level of community governance;Second,we should comprehensively promote the integration of the "three governance" of rule of law,rule of ethics,and autonomy;Third,we should take residents as the center,make full use of modern science and technology,and constantly innovate governance methods.
