Research On The High-Quality Development Of Social Assistance In Hebei Province In The New Era

Since the new era,social assistance in our country has fully played an important role in ensuring people’s basic livelihood,promoting social equity and maintaining social stability,constantly improving the basic lives of people in need,helping them shake off the plight of poverty,and realizing sustainable development.However,with the development goal of high quality social assistance,the relief needs of people with difficulties are increasingly diversified,and the problem of unbalanced and inadequate development of social assistance is gradually highlighted.For Beijing,Shanghai,Zhejiang and other economically developed areas,social assistance development is in a leading position,but from the perspective of Hebei Province,the development is still relatively backward.In the face of realistic challenges such as more complex development environment,further improvement of overall goals and more diverse relief needs,it is urgent for Hebei Province to firmly grasp the main line of high-quality development,conscientiously plan and study according to the main principles of positive,fair,accurate and efficient,and constantly push forward the reform of social assistance system to make it play a more effective role in the relative poverty management stage.To promote rural revitalization and achieve common prosperity.Based on the theory of capacity poverty and the theory of development-oriented social policy,this paper firstly defines the core concepts of high-quality development of social assistance by referring to relevant literature at home and abroad,summarizes the development achievements of social assistance in Hebei Province in the new era,and analyzes the current new challenges.Secondly,it sorted out the policies related to the high-quality development of social assistance in Hebei Province,constructed the corresponding evaluation index system for the effect of policy implementation,carried out field visits in the form of questionnaire survey,and obtained specific evaluation results after in-depth understanding of the specific situation of social assistance in Hebei Province.Finally,combined with the evaluation results,the problems existing in the process of realizing high-quality development of social assistance in Hebei Province are concluded,such as the enthusiasm of social assistance to be improved,the low level of urban and rural overall development,the lagging construction of service assistance,the weak capacity of grassroots assistance management,and the insufficient information construction and application.Through further research,it is found that the backward development concept,the institutional constraints of the urban-rural dual structure,the lack of attention to service assistance,the slow development of professional management mechanism,and the low investment in the research and development of information technology means hinder the high-quality development of social assistance.To this end,this paper proposes to promote the high-quality development of social assistance in Hebei Province from the following aspects: strengthening active rescue measures,promoting the overall development of social assistance between urban and rural areas,establishing a precise rescue service system,improving the grassroots rescue handling capacity,accelerating the process of rescue information construction,etc.
